I've hired him to do other things, and this time I hired him to install a water heater.  Both elements went out and it had to be replaced.  He came out and turned the water heater, so the elements and everything are unreachable and facing the wall, which is against code.  I told him it wasn't acceptable and he said he wanted to come install a junction box on the wall, which won't fix the problem. ...
