    He arrived punctually and showed me various photos of mail boxes on his smart phone and associated pricing. He subsequently went to Lowes and picked out one. Upon his return he was excited to tell me that he found a mail box cheaper than the one we agreed upon and it had a magnetic door on both ends. He dug up the old mail box and post (with a tool I was able to borrow from a neighbor), concreted in the new post and fastened the new mail box enclosure over the post. He also affixed new address numbers on the post. Looks awesome. He carted away the old post and box. A job beautifully done! He also was able to give me both a senior and military discount.

    The result is wonderful, genuine craftsmanship. As is true in all Express Concrete projects, Don was actively involved in all phases. He was assisted by Eric, a partnership of over 20 years. There were many small extras that added to the quality of the work, none of which was apparent from the detailed professional proposal. Don kept me updated as to when different phases of the project were to be accomplished, and he always kept his word. The concrete truck stayed in the road; it did not enter our driveway. Instead, the concrete for the stoop and associated sidewalk was carried by wheelbarrow to the site, also avoiding the driveway, all of this intended to avoid driveway damage. Several inches on each side of the walk had to be excavated in order to make room for the forms. After the concrete was poured and hardened the forms were removed, the missing soil was replaced, graded and smoothed. A leaf blower was used to clear the walks and stoop from any remaining dirt. Any form related small driveway gaps were filled in with high quality asphalt patch that was indistinguishable from that performed by asphalt contractors. Finally, these are nice guys. They were fun to talk to. (Ask them if they like to fish.) They are 100% trustworthy. We gave them the code to our garage door opener, which they were welcome to use whether we were home or away on errands. We highly recommend Express Concrete.

    Well with some initial problems. The problems were solved and the basement--nearly 13 years later has been dry. The original sump pump installed by the contractors, with extremely heavy use (sometimes pumping every 43 SECONDS for MONTHS at a time), lasted 11 years.

    It's not what this business has done, it's what they didn't do and that is to return my initial phone call. Obviously the owner doesn't need the business all that much. I called during the week of March 7 and today is March 22 and still no returned call. I already found someone else to do the work, therefore hopefully this owner won't waste my time and call me a month later. I am not really sure how one can be on Angie's List if the business cannot even return a phone call.

    From the very beginning William Penn Renovations was professional and responsive to our needs for this project. Mark came out to our house and got information on our project. He immediately came up with a rough sketch and gave us a firm estimate. We signed the contract in December 2015 but work was not started until after the holidays as per our request. Early in January the building crew came and got started. They cleared our front garden, dug footers, and built a form for the porch pad. They poured a concrete pad approximately 8' by 22' along the front of our house. They were very careful about protecting the concrete from the weather until it cured. Dave even came out on the weekend to make sure everything was going right. The next step was putting up the posts for the roof and then the roof itself. The roof is a reverse gable with a barrel ceiling. They covered the roof with a rubberized paper to prevent leaks and then we had a major snowstorm of 24"! We didn't think we would see our team for several days, but the Monday morning after the storm they were at our house digging out the driveway, front yard, and roof! They went right back to work and never missed a day. As the porch went up there were several things that needed tweaking and Dave always explained the problem and got our input. For the finished porch, they matched our roof shingles perfectly, put railings, custom steps, new lighting and a ceiling fan. It's the porch of our dreams! It has changed the entire look of the house, totally updating it. We would definitely hire this company again and ask for the same building crew.

    Mr. Bridy gave us an accurate estimate of the work he would do and the cost.
    When we requested a delay because we needed to make an out-of-town trip, he agreed to begin work  at a later date.
    All the work was done in a professional manner. Mr. Bridy was on hand both supervise is workers and do much of the work himself.
    We gladly recommend Express Concrete to anyone who needs sidewalk replacement.

    Today?s date is Feb. 27, 2015 as I write this letter.  I signed a contract with Frank Leaper,
    F&L Construction, on Aug. 10, 2014 to build an addition to my home which
    was to be completed within 40-60 days. On the contract he provided, his PA Attorney General?s Office Home Improvement
    Contract registration number was 000952. Frank Leaper abandoned the project and
    subsequently through legal litigation it was discovered
    his HIC number had expired one year prior to the contract on July 1, 2013.
    In total, $30,900 was paid before Frank Leaper abandoned the
    job.  Frank Leaper had frequent requests
    for payment draws prior to work completion. 
    Professional estimate from another contractor on the
    actual work done by Frank Leaper was $10,000. $6,600 was
    given to Frank Leaper specifically to purchase skylights and a generator. These have never been
    delivered and Frank Leaper refused to show us the receipts. Each check given to
    Frank Leaper was cashed the same or next business day at my bank.
    Frank had numerous excuses as to why he was not onsite
    working and why this was no longer a 40-60 day project: initially the rain and
    lack of concrete availability slowed the project. As time progressed, the cold,
    the snow and then the death of a friend slowed the project.
    Frank Leaper attempted to have a final framing inspection completed
    to receive another payment. The Coding Inspector came onsite and provided a
    ?partial inspection?.  Frank asked for
    the additional money, lying to me stating this was the final inspection and it
    was called ?partial? because he only had to add a beam. In calling the Coding
    Inspector, he stated nothing but a bare frame was in place and he could not
    approve the inspection without hard wiring, plumbing, windows, doors and
    insulation ? all of which had not even been started.
    Frank Leaper?s framed in roof leaked into my attached
    garage. Water damage caused the ceiling in my garage to collapse, resulting in
    a 5x5 foot hole. Frank was aware of this damage, and would not repair it. I
    needed to contact my homeowner?s insurance and I am attempting to get this
    repaired.
    I have been forced to hire an attorney in an attempt to rectify this situation. The job was abandoned, I am
    out $20,000+ with little recourse but to hire another contractor to complete
    the project and repair damages done and ti complete unfinished work by Frank Leaper.  We have since contacted the PA Attorney General?s Office, the Better Business Bureau, the Fairview Township Police, The
    District Attorney?s Office, even local news agencies.
    Additionally, there is yard damage. My fence was cut at the
    base in two areas for equipment. This was not listed as something needed in the
    contract and will cost thousands to replace. There is dirt fill covering a
    large portion of my back and side yard, and he also abandoned a large bin of
    construction waste which is still sitting in my front lawn.  
    The statements above are factual with copies of cashed checks, pictures, witnesses and bank statements for
    verification. I would never recommend F&L Construction or Frank Leaper for any type of construction project.
