  • It wasn't so great, he did not adhere to any type of schedule, very late, the quality of the other work was extremely poor, products that I paid for and ordered were not delivered, the people he had working for him were not qualified, they never worked a whole week or a whole day, it was a disaster that I fired him in December and I had to get other people in to finish the job that he couldn't do and that cost me a lot more money. It took from June to December but it should have never taken that long. In fact, I have somebody here today finishing the work that I am still paying him for.

  • I liked the finished product very much. It went like clockwork. His work is very precise and accurate. He does exactly what he says he going to do. He will advise against something that may not need to be done but will do it if you request. He basically won't do anything you don't need done. The other provider I had a quote from proposed $38,000.00, so Jeff's quote was very reasonable.

  • Salem Development, owner and sole proprietor Mr. Charles F Line, bid and won a contract to renovate and update my  home in Broomall, Delaware County.  The original bid was for $267,168.00 in August 2005 with an estimated completion time of four months.  After over seven months, April 20006, and at a cost in excess of $400,000.00, Salem Development under the management of President Charles Line left the job unfinished following a dispute over an invoice.  Salem Development was paid in full weekly and the account was not in arrears.

    After over-charges, missed target completion dates and inferior building material identification, Salem Development could have walked away and we agreed to complete the work without any issue but Salem Development, sole proprietor Charles Line, wanted us to ?pay the consequences? of withholding his last payment of $8968.37 and forced us to defend ourselves in arbitration as prescribed by Salem Development?s modified AIA contract eventually seeking over $25,000 in fabricated damages.  Our legal fees alone to date have exceeded 25,000.00.  We tried to settle through our attorneys to avoid additional legal fees, but Salem Development, unrepresented at arbitration, would not negotiate.

    During the first arbitration, the President of Salem Development, Mr. Line requested the arbitrator recuse himself after 2 1/2 days of hearings.  In spite of our attorney?s adamant objections, the arbitrator granted Salem Development?s request at a cost of approx. $11,000.00 in legal fess.  Salem Development lost nothing because they were not represented by an attorney.  It is the opinion of our legal team that had Salem Development been represented by an attorney the arbitration would have been conducted in an expeditious, professional and legal manner.

     A new arbitrator was assigned and approximately nine months later we won our case against Salem Development. We were awarded $58,263.00 in damages with an additional $10,405.93 awarded for legal fees as compensation for being brought to arbitration under these circumstances.

    The total judgment resulting was $68,668.93 plus interest.

    Attempts to serve Salem Development?s President Mr. Charles Line have not yielded a response, although certified letters have been signed by the aforementioned.  No payments or attempts to make payment arrangements have been received from Salem Development. Mr. Linet has verbally advised our Project Manager he is not paying regardless of the judgments registered in Delaware, Chester and Montgomery counties.

    These statements are validated by transcripts of the sworn testimonies from the second arbitration which resulted in the judgments against Salem Development and company President Charles F Line.

    Four years later, a new contractor was required to replace wood on the home which was neither outdoor building quality nor treated/sealed properly causing damage to the home.  Estimated cost of these repairs were $12,000.00.
