  • Deloy commenced work on 10/14/11. On 10/21/11 I brought to Brian's attention the fact that the wiring being installed was 14 guage with 15 amp circuit breakers rather than 12 guage with 20 amp breakers per the contract.

    On 10/22/11 and without authorization from me, Deloy entered the home and stole two truckloads of electrical supplies and previously installed breaker panels which were paid for with my $11,000.00 payment and Deloy subsequently abandoned the project.

    Since 10/24/11, Deloy has failed to resolve the situation in good faith with me. I have left numerous voicemail messages with Art Deloy Jr., the owner, none of which have been responded to. I have left numerous voicemail messages with Brian Beechler (sp.), the foreman, to which he replied on only two occasions during the week of 10/24/2011 to 10/28/2011. During these two phone conversations, Brian admitted to removing the electrical materials which I had paid for from the home. He initially agreed to return the materials and also agreed to make a partial refund but later refused to do so. I did receive one email from DeLoy Electric LLC the text of which is inserted below:

    Chris Weiss,

    Attached you will find our invoice number 1871. On the invoice is an itemized list of the work that has already been done for you at **** ***** (address deleted) Road. The total price of this work is $16,118. Also on invoice 1871 is a notation of the amount you have paid us so far, which is $11,000. Also noted is the balance due of $5,118.

    Without implication of guilt or error, we are willing to forgive that $5,118 debt, as well as give you the following list of electrical hardware we purchased for your residence, all contingent upon yourself and your mother signing a release form we will supply. Your two signatures must be witnessed by two witnesses having their signatures notarized. The list of items we will give you in addition to the release of the $5,118 debt is:

    Fourteen rolls of 14/2 Romex wire.
    Four rolls of 14/3 Romex wire.
    Six rolls of 12/2 Romex wire.
    Twenty Six 6” electrical lighting cans.

    Deloy Electric LLC is attempting to keep my entire $11,000.00 payment, create a fictitious billing for money in addition to my payment, and then return less than 25% of the electrical materials they stole from the house.

    I have had the Lake County Building Department perform an inspection of the wiring they installed and the inspection failed. I have had 4 other electrical contractors look at the work and all agreed the the installation of wiring was incomplete and did not meet the NEC code. I hired another electrical contractor to remove the 14 guage wiring and 15 amp circuit breakers and replace them with the proper equipment as well as to finish the electrical system. The concensus of the electricians and myself is that the total value of work installed by Deloy Electric LLC which I can salvage is worth about $2,800.00. I have made repeated requests of Deloy Electric LLC to issue me a refund in the amount of $8,200.00 to which I have not received any response.

    During the course of time Deloy Electric LLC actually worked on my home, it became clear that they also employed many individuals who are not really qualified electricians to perform the work. Some of the code violations and unworkmanlike installation of the electrical system included the following:

    1. Installing lighting switch boxes which were ganged up to 7 switches wide in metal work boxes in the wall. This is a problem because dimmer switches which would later be installed create heat and potentially could overheat when so many are placed side by side.

    2. The circuits they installed in 14 guage wire with a 15 amp breaker had far to many devices on the same circuit. They placed as many as 26 to 30 devices on the same circuit; both interior and exterior lights as well as outlets all strung together. With only a 15 Amp breaker, the breaker would likely trip repeatedly under load. This was done in at least 5 rooms of the house.

    I do not recommend this contractor to anyone who desires quality work, service, or fair treatment.
