James Cook had agreed to install replacement windows in our home, but he never completed the job.

James Cook was hired to install replacement windows in our house. He claimed to be licensed, but we now know that he is not licensed. He also claimed that he could have the windows installed by the end of March 2015. We signed a contract with him in late Feb. 2015. Per agreement, we wrote a check to him for the cost of the windows so we could secure an extra discount from the window provider. He cashed the check immediately, but we can tell on the order form that he didn't place the order for the windows for another three weeks (mid-March 2015, thus making it impossible for the windows to be delivered and installed by the end of March). Once the special order windows were available for installation, he continued to give us excuses (for two months) as to why he couldn't begin installation. These excuses included weather, death in the family and the hospitalization of his wife Katie Cook and daughter. He later told us that his crew had quit on him and that is why he could never begin our project. He said that he would deliver all of the windows from the provider to our home and pay for another contractor to install them. We learned that he did contact another contractor for a bid on labor, but never returned our calls to proceed with this plan. In fact, he stopped answering all of our calls. We later learned that he overcharged us by $1,700 for the windows themselves due to how he purchased the windows from the provider. The window provider has stopped giving his name as a referral. His website still shows that he is in business, and he added the additional service of providing ADA compliance surveys to his list of services.
