    I had a very
    traumatic experience on Nov 21, 2014.
    I had my
    nails done Nov 5, 2014 by Jessica at TIPS & TOES NAILS @ 3500 Dodge St. in
    Dubuque, IA. Since then I've had two nails chip. The first one chipped on Nov
    14 & she repaired it on Nov 17 (no charge). The 2nd one chipped on Nov 19
    & she repaired it on Nov 20 but did not put a nail tip on it and wanted to
    charge me $5. I told her that I wasn't going to pay it because these nails are
    supposed to last a minimum of 3 weeks. 
    She said anything over one week is $5 - u pay. I said I wouldn't pay it
    and she insisted that I will.  She
    grabbed my Android Galaxy S5 phone (purchased 7/30/14) and wouldn't give it
    back. After I asked for it back repeatedly and said the phone has nothing to do
    w/the $5, she still wouldn't give it back. She threatened to call the police
    and I said "Please do".  Then
    she said "You want your phone back, here it is" and she slammed it on
    the floor as hard as she could and said "There's your phone". I
    picked it up and the screen was broke and it wouldn't work. I called the police
    from next door. They came and questioned me and a lady who was having a
    manicure there and Jessica. Apparently, she (Jessica) denied all because the
    police stated her story was different from mine. The other employee must have
    said she didn't see Jessica throw the phone and the other customer said she
    heard the argument but didn't see her throw the phone either. The police
    accompanied me to US Cellular to get a replacement cost. I had to pay $660 plus
    tax=$701 for a new phone as it wasn't insured. The police said they'll turn all
    the evidence over to the County Atty and it's up to him if he wants to charge
    her w/Criminal behavior.  I submitted a
    print out of my phone's usage from US Cellular to prove that the phone was
    working up to that time. As it turned out, the county atty will not
    prosecute.  I can't believe that she
    might actually get away w/this. UNBELIEVABLE!
