    Utility-certified technicians evaluated our home?s energy performance and installed energy-saving measures such as sealing air leaks and installing energy-efficient lighting, faucet aerators and low-flow showerheads. The technicians provided written recommendations for deeper energy-saving measures such as insulation, high-efficiency heating and cooling, water heating, windows and appliances. They also included information on rebates and financing.

    The provider sent one person who spent approximately 30 minutes at our house focusing almost exclusively on determining how much insulation out attic and unfinished basement ceiling needed.  There was nothing comprehensive about the review of our house.  The marketing documents that the rep left with me stated on the front page to "Call for a free energy assessment and estimate" so I am not sure why Angie's List members are required to pay $59.  They provided an estimate about 10 days later for $5,500 of which $1,800 was potentially reimbursable through a state energy fund.  When I inquired at the state web site as to the legitimacy of the refund program, I discovered that the fund also covers a Comprehensive Energy Review program for $79 ($99 if you use heating oil) if you use one of their certified service providers (certified by the local electric company, Connecticut Light & Power).  I signed up for the $99 service and finally got a true Comprehensive Energy Audit.  They sent three guys out for about 4 hours and they performed a blower door test (hook a fan to a sealed door to check airflow inside the house), replaced 40 ligtbulbs with energy efficient CFL bulbs, caulked around gaps and weatherstripped around doors and my attic access, sealed gaps in my duct work and air exchanger units.  They also reviewed/inspected our mechanical systems (A/C, boiler, refrigerator, fireplace, stove, etc) and made recommendations for energy savings.  At the end, the provided a very detailed summary with recommendations and payback estimates.  Surprisingly, the rep did not think adding insulation to my attic and unfinished basement ceiling would yield much savings as they were reasonably well insulated already.  All of this for $99!   If you live in Connecticut, go to the CL&P website and search for this program and do not waste your money on the Angie's List deal.
