    All Phase Home Repair
Gerald Mattie of Elk Grove, who operates as "Gerald M" under the name "All Phase Home Repair" not to be confused with "All Phase Home Construction, came to give us an estimate to replace our old deck. We wanted a new deck built where the old one was, exactly the same dimensions, with the only modification being that the 5 steps come off the center of the edge instead of the corner. We agreed to tear down the old deck and replace the railings ourselves. Gerald estimated it would take two men at least 4 to 6 days to complete the job, and quoted a labor price based upon that time frame. He said we would discuss the details of exactly where to place the steps, as the job progressed. However, we still understood that the price he quoted included the stairs. He said we would be responsible for paying for materials separately from the labor quote. ($4000 for labor and approx $3000 materials) The day before the start date we received a text wherein Gerald back-peddled, claiming the price did not include the steps. Instead, he suggested we get another contractor (a friend of his) to do the steps. I explained that the steps we wanted were even more simple than the previous corner steps. We wanted a straight set from the center of the edge of the deck. Still insisting he did not intend to make steps for us, he agreed to build a set as requested. (I'm not sure how he expected us to descend this deck!) On the start date, Gerald Mattie and his cousin (helper), arrived later than he had stated but worked a full day. Day 1 went quite well. On day 2, Gerald and his cousin arrived even later and it was obvious both men were in foul moods and seemed to be rushing through the work. This is where the shoddy work and errors began to occur. The deck boards were installed tightly together, with no gaps whatsoever. An electrical conduit, we asked them to preserve, was thrown to the side and wiring was left uncapped. The steps were noticeably out of level and not to code (top and bottom risers were not at 7") The steps were 48" wide and had only 2 support stringers instead of 3 to meet code. When I pointed out the "out of level issue", they scoffed and proclaimed they were not "finish carpenters" and this was fine for an exterior deck. They were rude and sarcastic regarding my use of a level to check the work. However, they began to make a flurry of adjustments to the steps in order to try to "make them work". I didn't see these "work-arounds" as a good idea but said nothing, as they were clearly frustrated and angry at having to do them at all. Gerald reiterated that his price did not include steps in the first place! Again, this was not our initial understanding. While struggling with the steps for awhile, Gerald said that they were done and that in the morning all they had left to do was nail down the deck boards. He said they would return for 2 more hours in the morning and the job would be finished. This meant that a job originally projected to take 4 to 6 days was suddenly getting rushed down to approx 2 full working days, since they had arrived over an hour late on both days. Later that evening, several neighbors confirmed our distress at the shoddy workmanship. I texted Gerald (as that was his preferred method of communication) and asked that he fix the crooked steps, add another stringer in the center, and cap the exposed wiring. The next hour was a flurry of defensive and angry texts with Gerald insisting there was nothing wrong with the work. He said he would put another stringer in, if we wanted, but it was not needed. He came across as impatient and angry. Realizing this we were uncomfortable having him return to work on our property in this frame of mind. We told him to pick up his check in the morning and not touch another thing. Sadly, we caved in and paid him the agreed upon amount, which we deeply regret. Now we are left to have another contractor build a proper set of steps, remove the boards and nail them down with proper spacing, and bring the wiring up to code. Worst of all, we have since learned that Gerald Mattie, who claimed to be a licensed contractor, does not actually have a contractors license. The license number (# 1023318), which he advertises in the River Valley Times, is a "business license".

They installed both of the desks very fast. We did have one problem with the deck as a board had to be replaced but I didn t have a problem with them coming out. They even came the same day to fix it. The workers are excellent and they were really nice. Overall I really had a good experience with them.

He did an excellent job in everything that he did. It was an excellent performance to the work, punctuality and a good price.
