    I have been treated over 40 years by California Dental DHMO's, the past 8 years with United Concordia.  All without major problems until Quality Dental Care.  On our firsr visit to Quality Dental Care, the Dentist and most of his staff were Arabs from Egypt.  He said that he and his staff and relatives and friends in Egypt were Christians.I felt sorry for them but I Thought as Christians they would be honest.  I never thought that as Christians, they would lie, steal, or take advantage of my wife and me.  Quality Dental Care initially gave my wife a proposed treatment plan of $11,448.  They gave me a proposed treatment plan of $12,348.  Quality Dental Care lied when they said all listed work was necessary work.  I questioned the procedure because I always previously only paid co-payment charges less than $100 for work.They lied again when they said that this was a new normal process for United Concordia and not to worry about costs because I would be refunded most of the money after insurance.  When I contacted United Concordia Customer Relations to complain about paying $34,105 up front money, she said "OH My GOD" stop going to that Dentist!  She went on to explain that all normal work is covered under the Plan with appropriate co-pay rates that the Dentist must charge under the Plan.  Insurance does not normally get involved.  If work outside the Plan is suggested, the Dentist must clearly indicate that the service is optional and not covered , and present his cost for not covered work.  The Dentist should also discuss any options available.  The patient has the choice of accepting or rejecting all or part of the not covered work.  With Quality Dental Care, we were never offered options or choices.  We were only told that all the proposed work was necessary.  Because United Concordia only covers normal Dental work under the Plan, the Dentist has no controls over the costs of not covered work.  Also, any recovery of money is solely between the Dentist and me.  On November 11, 2011 I asked the Dentist to redo all of the bills to include only co-pays and to refund the rest of the money to me, they refused.  I also said that I refuse to pay money  for any  additional work.  They said that none of the work was covered under the plan because of exclusions and exceptions to the Plan.  I said, what you are telling me, is that all of the Dental work was unnecessary.  They did not reply.  To date, they have not refunded any money, leaving a legal option as my only path to recover money.
