    JACK'S R BETTER
    My car initial smog was at Smiley's Merced, CA. passed all tests, except HC (ppm) slightly exceeded. Applied to CAPS received letter of acceptance. I took the car to JACKS R BETTER.  I checked the fan, coolant and made sure it had 1/2 tank of gas as recommended. While in the lobby of Jack's, Jack was complaining the IRS, he tells his secretary that, “I am tired of these m************, they just keep calling.” then makes a comment saying how he was getting over on them. Jack also said to his secretary that he was full of Vicoden. Jack then realized I was in the lobby and got quiet. He called a customer and said to that his car was barely passing if he purchased another part it would pass for sure. He then said to me, “Are you waiting for a ride because it's going to be long time.” I told him no, I had no ride. He seemed annoyed that I was there so I called to see when the next bus to Merced, about five miles away would arrive. Then I received a call at 11:55 am, it was Jack saying the car had a crack in the exhaust manifold and it would be done this afternoon. So I returned about 3:30 pm, as I arrive the technician that was working on my car was sitting in the office flirting with the secretary. I told him that jack called me and said the car would be ready this afternoon. The man replied, “Late this afternoon.”   I then came back at 4:45 and he said it was not ready.  So I was pressed for time because there are only so many buses that leave to Merced toward the end of the day. I got a sweater out of my car and while I was doing that I turned on my car and it was very smooth sounding and quiet. Tuesday morning when I got there they had already tested the car it was approximately 8.30am. When I walked in jack said your car passed, barely and that for 170 dollars more for an O2 sensor he could be sure it would pass. I knew what he was getting at having heard the conversation the day prior with the other customer it was routine to “up sell.” Unfortunately I had no money that was why I qualified for the CAP program. Jack said it needed an O2 sensor but that was never a problem the first time the car was tested or when Jacks first tested it. So he ran another test 26 minutes after their initial test. He then came back said it had failed much to my astonishment, since minutes earlier it had just passed. The car failed other parts of the test that it originally passed twice with no problem. When I got home I took a look under the hood and discovered the fan had been broken it was just hanging loose and the relay switch was disabled. I could tell because the fan had 2 new bolts that did not match original bolt. Also fan housing had been broken. I immediately called Jacks, told him my fan was broke and he said, “Bring it in.” he did not question it, as if he was expecting the call. Jack started off by saying, “Your car has been in a wreck and this car is old.” I said it was working when I brought it in. He replied how can you be sure it happened here? I replied, 'This was only place it has been at.”  Jack then said “Have a good time proving it was our fault.”  I did not want any problems especially if he is full of Vicoden, so I left. I called another smog station and asked a technician if it was procedure to use the shop fan while doing a smog test, he said that it is turned on usually only when it is hot weather. He also said that normally they do not even bother with the fan in the car.  My dad saw how much distress I was in, this is my only means of transportation, he gave me money. I was so preoccupied with getting the fan fixed I missed appointments and my blood sugar was off I felt dehydrated and weak so I sat down and finally made an opportunity to eat around 3:30 pm. The following day I took it to another smog station to retest and things that were passing on all 3 previous tests, were all of the sudden not passing. By coincidence all the things that were not passing were things that could be manually tampered with.
