Good morning Ms. r, New light fixtures would be required within the scope of work for both an estimate to replace your existing fixtures (only) and an estimate to replace your entire system. I can not find fixtures that provide me with enough confidence (in their water proofing) to install them as a fixture replacement only or as part of a new system and guarantee they won't give you frustration and head ache. I can't in good faith charge for a service when the components I am installing give me this level of doubt.
