Why Won't my Computer Connect to the Internet?

Subject: wireless internet providers that require accepting ToS contract.

whenever I attempt to log onto a McDonald or similar WiFi network where you must accept the terms before you ACTUALLY connect to the network my computer SHOWS "internet access" and shows as if everything is connected normally but the "accept terms and conditions?" dialog page never shows up to allow me to actually accept the ToS, this prevents me from accessing the internet at all. It wouldn't seem all that strange if it weren't for this happening at multiple places with multiple different types of internet (I.E. at a hospital, Mc. Donalds etc...) what could be preventing my computer from opening this dialog webpage? I don't suspect that I have a pop up blocker running, and ive tried different browswers. also sometimes when I am at home on my own home network with internet my computer acts similar showing that I have internet but none of my browsers will allow me to access any webpages. any ideas???

I have worked on my computer for 9 hours and no luck . I'm not able to log into my medical program because of an error that says my cable is broken . Or my my cable is not plugged in right . I have looked and un plugged and re plugged . I use my husbands router from his office . I'm so perplexed to the point where I'm going to smoke !!!!!!! Please help me . Thank you

Why does my internet have 5 bars and it does not work most of the times i even disabled everything that might have kept it disconeceted also im on a windows 10 , so it might be alittle diffrent from others.


Subject: Bad Connection.

I recently switched rooms with my father. His room is the farthest from the router which is in my brothers room. His laptop always had 5 bars of connection and worked like a dream. I made the horrible mistake of unplugging my PC before shutting it down. Now It says it has limited, or in most cases disconnects from my internet. I have tried almost all of the troubleshooting solutions, even tried a factory reset, and still nothing works. The router is not the problem in my case, but it is my computer. I know this because i recently had a friend over and her Mac was 1 foot away from my PC and she had full bars as well. I have no other options other than to ask the almighty internet. Any suggestions?
