How do you make sure your house had a barrier used when it was built? If looking what's the best place to remove a piece of siding to check.

1. I saw a friend's building completely rot in 3 years, because she didn't do this. It was shocking.
2. I'd add regarding bids, usually take middle bid; lowest keeps adding on. Highest's a waste of money. (imho)
