Plumber, customer dispute billing for job

"I had a small leak, so I hired Primo Plumbing & Heating Inc., of Long Beach, Calif., to replace the pipe. It only took the plumber about one-and-a-half hours to complete the job, but the bill showed four-and-a-half hours and a 30 minute travel charge. All of this time wasn't related to the service. He took a long time - chatting with my kids and goofing around. He even sat in his truck for an hour."
DESIRED RESOLUTION: "I want a refund for the two-and-a-half hours that weren't spent on the service or travel."
COMPANY'S RESPONSE: Thomas Barile, owner
"The time it takes to drive to the job, unload tools and materials, and baby-sit the customer's children and pets are always considered [when billing]. I believe the customer should be required to monitor their children, and keep them safe and out of the way of the technician."
