Did not respond to Mervelyn Jackson's complaint that they did not return money he says they owe him.

COMPLAINT: Charles Reichert, Marietta, Ga.
"I hired Mr. Rooter of Roswell to replace a water heater for $1,300. While it was still under warranty, the pilot light wouldn't stay lit. They attempted to repair it, but decided to replace the heater with another model, for which they charged me $250.
"It took many phone calls to reach their plumbing manager. When he finally spoke to me, he said they viewed the previous model as an unsatisfactory heater, which is why it was replaced.
"When I complained about the $250 charge to replace an 'unsatisfactory' heater that was still under warranty, he said he just did as he was told. I tried to reach the owner, but he never returned my call.
"Their warranty guarantees labor for one year, which they did not honor. I'm into them for more than $1,500 for a water heater that should have worked from the beginning."
DESIRED RESOLUTION: "I would like a $250 refund."
