Answered by LCD: Assuming your breaker box has an open slot for another circuit, AND you would not be exceeding rated installed capacity for the box, then can be from $25-250 for the breaker itself depending on whether out of production or not - usually not over about $75 but can be pricey for old boxes.
For a normal circuit with say 4 to 6 or so outlets you would normally be talking maybe $300-500 range depending on ease of access and total length of run, assuming just running the wiring through exposed joists and/or wall studs, and this includes no drywall repairs if need to run through drywall anywhere along the run from the breaker box. A single outlet only probably about $200-250 range (plus the breaker cost). If you are talking running along bare foundation walls so you need conduit (either tubing or wall-mount architectural like Wiremold NMW3) add about $1-2/LF to those costs for the portions not run as exposed wire in the joists/studs. If this unfinished basement is bare ground (no slab), unheated and damp (basically a full-height crawl space), you may need to add about 10-15% more to account for a higher NEMA rating for the outlet(s).
Above numbers for 110V outlet - if 220V you need two slots adjacent to each other inthe box, which can sometimes require a bit of breaker juggling, and your cost for the wiring and outlet goes up probably another $100 or so - labor basically same.
