Answered by LCD: Unless the mass concrete is cracking up, you may only need a resurfacing of the steps - previous similar questions on that below, though of course the $ amount depends on the amount and type of damage and on whether handrails have to be removed and then replaced as part of the fix or if the fix can work around them -

For complete replacement, assuming 4 foot wide steps and solid mass concrete porch of say 5 feet "depth - front to back" or so and the same 4 feet wide, that is roughly 5-1/2 cubic yards of concrete - so in normal cost area I would expect about $1500-2500 total removal and replacement cost - quite a difference if there is only surface deterioration of the concrete. If these are free-standing steps (not a solid block of concrete on the ground, but more of an inclined staircase with open space underneath) then could be $1500-2500 range likely with pre-cast stairs (meaning might not be exact dimensions of existing ones), or $2000-4000 probably for site-built ones depending on whether totally concrete (more expensive) or steel framed with concrete poured treads - though in that case fully steel would probably be cheaper.
If the mass block is fairly good but only the steps are really shot and crumbling, you also have the option (especially if you can push the steps forward a bit) of just replacing the front concrete and steps but not the mass block of concrete - some selective jackhammering to remove the damaged steps and maybe a bit of damaged landing and then new concrete to replace them and to overlay the landing surface, which you might get for $1000 range, or even less in low cost areas.
This assumes the railings are simple bolt-ons, not embedded ones which are rusted enough to not be reusable as they are after a bit of base repainting if needed.
