Homeowner says Grove City remodeler took his money and didn’t complete work

I hired Quality 1st Home Improvements of Grove City, Ohio, to finish my basement and install a wet bar, office, storage area and living room area. The owner, Tony Logan, told me it would be a six-week project. I gave him $6,700, a third of the contract price.

As promised, he started the work and I gave him the second payment installment. Everything went well for the first few weeks of the basement remodel, but then took a drastic turn for the worse. No one showed up for work on a Monday and Tony promised they would. A day later, he told me he was in the hospital with his son and he needed a week or so. Someone did come and work on the walls for a few hours, but then Tony didn’t show up again. Tony told me he had a few quick jobs to finish up and would resume my job shortly. Tony promised me an updated timeline on the project, but he kept delaying. What was supposed to be done by Christmas turned into something that would be done by the end of January. Tony continued to brush me off with excuses that they’d be there, they needed a few days, they’d send me a timeline. Finally, after a couple months, I told Tony I was done being patient and he promised to give me a timeline. I’ve received no further response from him. There have been 26 straight days with no progress on my basement. It appears he’s been deceiving me since December. I want a $11,522 refund or for Tony to finish the basement.
