Answered by LCD: If by "backs" you mean just the plug receptacle or outlet itself - so pull coverplate, change out outlet, cover plate back on, test and on to next one - assuming you have all the appliances/ furniture pulled out so they are accessible, probably about $25-40 per outlet by an Electrical (your Search the List category) contractor, in that quantity. Probably more like $10-20 each by a Handyman - but of course not knowing the Handyman's electrical expertise your risk of wiring issues is greater in that case.

Note the quantity results in a much lower unit price - a single outlet or two changeout would likely be $100-200 electrician minimum service call, maybe $50-100 handyman, but lower in that quantity because 27 outlets is a good half day to full day job.

Note this is for electrical outlets - if you are including lighting fixtures cost per unit would probably go up 50-100% for those because they go slower.

Also - you did not say WHY you are doing this - is old outlets are bakelite and breaking up or such, or you want to put in all new child-safe" gated outlets (though they are not totally child safe) outlets, then fine. Otherwise, talk to contractors during bid phase whether what you are looking for will be accomplished by just changing out the outlets. For instance, if you have 2-prong outlets and want three-prong, it is unlikely that there is a ground wire in there to connect up so you would still have 2-prong connections if you put in 3-prong outlets.
