Subject: designing in-law quarters when zoning says no

My daughter and son-in-law lives in NJ and
wants to give me an apartment in her basement.

Zoning laws say you can't add a bedroom (she has 4) because of the septic and you can't add a kitchen - no two families allowed.

How can we design something that would get around these laws? We have enough funds to do what would be necessary.
