Consumer says Virginia contractor didn’t build pond after taking deposit
I hired Sean Milligan, owner of H2Oasis Ponds in Gainesville, Virginia, to build a fish pond in my backyard for $12,100. I paid a $7,000 deposit with the expectation the work would start the following week. He postponed the start date five times for various reasons.
The last excuse was his supplier didn’t deliver the ordered parts. When he didn’t return my calls for two consecutive days, I emailed him that I wanted to cancel the project and wanted a full refund. He replied that he agreed with the cancellation, but couldn’t return the deposit until he received a refund from his suppliers.
I haven’t received my deposit. I want a $7,000 refund.

Have a complaint?
Our Angie’s List complaint resolution team attempts to resolve disputes between members and service providers. During this process, three outcomes can happen: Penalty Box, Resolved or Stalemate. Companies that don’t respond to a member’s complaint will be placed in the Penalty Box until they respond. A case becomes Resolved if a company addresses the complaint to the member’s satisfaction, or it becomes a Stalemate if the provider responds, but the company and the member can’t reach an agreement.
