If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.

 

This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.

 

As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.

To overlay,with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.

 

Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.

 

If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.

 

Asphalt overlays over somewhat deteriorated concrete can work well,but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.

 

Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.

 

For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

We had a pretty big residential job for Hicks. Our property had a mud pit for a "driveway". And I mean about 120x 12 feet or more of 8" deep, awful, foul mud that we couldn't even park in/on anymore. We called Hicks for a free estimate (having already received 2 estimates from other well-rated Angie's list paving companies).

Hicks came out the next day (a Saturday) to look over our property. Their estimate was $500-1000- less than the other companies. They were very friendly and prompt and professional. They're a great family business. They ended up having an opening for that very next Monday (only a few days after I contacted them). They arrived right when they said they would and finished the WHOLE job in ONE day. They scraped off and hauled away a good 8+ inches deep of mud, grass, soil, and stones. . .then laid down the new crushed stone driveway and parking pads. They rolled it flat and even curved out the edges (which required a little more stone). It was easy to see they pride themselves in doing a beautiful job. I was worried that maybe more of our property would become a mud pit during the process, but they left my property in better shape then when they started. I couldn't possibly be more pleased with the people I dealt with or the job they did. I would recommend them 100% to anyone looking for a big or small job.

The initial salesman visit, quote and responsiveness was incredible until we signed the agreement for the work. After that things changed drastically. Communication was very poor. There were a string of days with rain in the forecast which delayed the work. On a Friday afternoon, I spoke with the office and was assured there would no way they would do any work on Saturday because of the forecast for rain. On Saturday morning, with rain clouds in the sky, we were woken up by the sound of heavy trucks. The pouring process was started before we could stop them. There was water pooled at the base of the driveway, but they poured cement regardless. By the time they were nearly finished, there was no california finish as the salesman showed pictures and told us to expect. It was too late to change it.

agreed to refund some money for this error, but it just does not look as good as it could. About an hour or so after completion it rained. The surface finish was ruined. Cracks started to show up at the end of the driveway soon afterwards. It took many emails and calls before

Brown finally agreed to come out to take a look at things only because we had not made final payment to him. He tried to say all was okay and the cracks were normal. He agreed to make a crack repair, which they did. That cracked after a few more weeks. It was agreed that if the repair did not work that he would replace the damaged sections in spring.
Now after 3 emails over 5 days, I still have not received a call or returned email.
This is a case of the worst customer service in the world. We just want a complete product that is not full of cracks.

The price for sealing the driveway was a special on Angie's List and the price was reasonable at $220. We the crew arrived, I mentioned that there were some oil spots on the driveway that needed to be sealed. The charge for that was $35, which seemed on the high side. Especially since the "sealing" took less than 5 minutes because the spots were small. I guess I should have taken care of the spots before the crew arrived.
Aside from the issue with the spots, I think they did a good job. They trimmed the grass around the edges and then blew the driveway clean with a blower. The coating process went quickly. I think the entire process took less than 45 minutes.
I would recommend them to my friends, but I would tell my friends to clean up any oil spots first.

The price included the work, asphalt and the 1.26. It was pretty reasonable. It was a good price. They’ve been pretty 1.35 and prompt in getting estimates plus the timing of the service. So I have no complaints.

Only reason we didn't use him was because of 1. price, and 2. timing. We wanted it done sooner than he recommended. Boy was he right. All the problems we have now could have been prevented.
