was hired to acid stain my new concrete slab floor, part of a downstairs remodel project. He offered a discounted rate since I was the first" in my neighborhood to hire him. In scheduling the work, he insisted on an early Saturday morning, but showed up by himself stating he couldn't get anyone else up at that time. When he finished he told me he was not pleased with the work and anticipated having to rework it. After it dried I saw that the stain job resembled an old auto shop floor rather than a polished new (and expensive) concrete floor. He stated he had used a cheap sealant knowing he would need to rework it. It was noticeably splashed around. In attempting to schedule a rework, he missed the first two appointments and then explained he would be gone for a few months on a bigger project he accepted. This would have held up my whole remodel, so we agreed to an earlier date. When I called to confirm, he put me off then stated he was planning to charge full price to redo his own bad job. This was the biggest example of negligence and unprofessionalism I've experienced in my 2 home remodels, working with numerous sub contractors.

If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.


This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.


As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.


To overlay,with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.


Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.


If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.


Asphalt overlays over somewhat deteriorated concrete can work well,but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.


Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.


For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

When we first contacted him about coming out to do an estimate, he was honest and advised that due to the volume of work he had and estimates that needed completed it would be approximately a week to two weeks before he could come out. He told me this so there were no misrepresentations or expectations that were not being fulfilled. When he came out to do the estimate he was by far the most thorough and comprehensive of all the concrete contractors that came out to do an estimate. 3.) I think I called him on a Wednesday and told him that I wanted a new driveway. He promised to go look at the site by the end of the week and call me back with a quote. Which he did.
4.) He told me he could do the job (which, at this point, was just a driveway) and how he would do it, how much it would cost and said he would send his bid in an email. He told me also that he wouldn't be able to get to the job until after the holidays. I was a little disappointed as the house was vacant and I was expecting tenants at the end of December, so this seemed like the perfect time. But I was swayed by all his good reviews - he's a busy man for good reason and I'm a reasonable person. His materials were of a higher quality than other bids I received, 4" of 4000PSI cement, 2" of base material, 1/2" rebar on 12" centers both ways. His price was just a little higher. But not unreasonably so. So waiting wasn't a deal breaker. His written bid received shortly thereafter.

The additional expense of the sidewalk was worth the new "eye-appeal" of the house.
