You would have to have a shoe repair shop evaluate them - some heels are hollow except at the tip so you might not be able to shorten them and retain the necessary strength - others are solid, so he would have to look at them. Might be able to just remove heel cap, cut down, and put heel cap back on.
Bear in mind that cutting the heels down will rock the shoe "backwards", so you will be walking on sole further back on the shoe - if the unthickened sole part betweenthe heel and the ball of the foot would be walked on because of this, you might have to pay him to add leather there to, which might mean resoling the entire shoe - could get pricey, if these are not worth hundreds of $.
As for evaluating a shoe repai place - only thing I can think is if these are pricey shoes, call store and see if they recommend a particular place. Otherwise Search Angies List for sheo repair places and reviews.

I dropped my shoes off on a day that I had taken off of work. The owner seemed to know a lot about what the problem was and the shortcuts others had used to repair them. It seemed that he would do a good job and the price was also reasonable ('too cheap' was my first reaction). When he told me that the shoes wouldn't be ready for over a month-and-a-half I was not happy, but committed at that point.
When the date finally arrived, he called and left a long message to tell me that he had hurt his thumb and that it would take longer to get them done. He didn't say when it would get done, but within a week he called to say they were completed.
Although he closes at 6pm, I happened to be in the area about a week after that around 6:30pm, since he had said he is often there at late hours, so I thought I would try. I stopped in front and was disappointed that he was closed. He had just gotten in his car, which you could see from the sidewalk, and he was waving to me to come over so. He didn't get out of his car and it felt like he wanted to go. I told him I just wanted to pick up my shoes. He said he was late for his son's birthday party. I said it was difficult for me to get there. He said, "Well, you obviously dropped the shoes off before" (implying that therefore it shouldn't be a problem to come back another day). I was tempted to make a snarky comment back but I really wanted my shoes and he was starting to get out of the car anyway. In all, I delayed him maybe three more minutes from his party, and most of that was his own chattiness. (Oh yeah, make sure you leave extra time if you drop shoes off because he tends to talk a lot, as well.) I might have been tempted in the future to ignore his quirkiness and the long time it takes to get the shoes fixed, but this odd encounter just ruffled my
I can't speak to the quality of his work because I just got the shoes back. It looks like he did the job, though. They have new heels.
He replaced the tips on my navy blue high heels and touched up the minor scrapes, so they continue to look new. The burgundy-colored lower, wider heels needed tip replacements. I didn't think these could be saved, but he rescued them. They look absolutely great! These are one of my absolute favorite pair of shoes, which I've had for years.
The shorter square-heeled black boots needed new heel tips, and my knee-high taupe pair needed heel caps, and scuff repair.
