I would strongly suggest sending your neighbors a certified letter stating that, per your earlier conversation, you consider this tree to be a hazard due to its proximity to the power lines.  Then, when and if something bad does happen, you will have a record of having informed them of it and they won't be able to say "we didn't know."

You say the county has told you it is the neighbor's problem.  Did you contact the local electric company?  They should care very much about the situation.

I would also recommend taking lots of pictures showing the proximity of the tree to the wires and that it is obviously dead.

Dead trees do sometimes stay vertical for a very long time, but it sounds like a tense situation for you.  I understand your desire to not inflame the situation, but it doesn't sound like there is anything more you can do that won't have the potential to do so.  So it becomes your responsibility to look after your own interests in the most reasonable way possible.

For my money, never ? I do a walk-around yearly in the summer (when easy to work on and before the heavy fall winds in our area) and look for trees with dead crowns, losing branches everywhere but at the crown, brown branches (evergreens) or leafless branches, leaning trees, trees with visible rot, trees with major bark loss, trees with seriously damaged or eroded away roots, etc. If none of those symptoms, then I call our 100 or so trees good for the year.

Of course, the bigger the trees and the likelihood of house damageor powerline loss (especially in winter) if there is a major branch or tree fall comes into play also. I trim and cut my own trees when needed regardless of size, so my level of confidence in being able to handle anything comes into it.

If you are worried about one or more trees, call an arborist to check them out - then I would say unless there is evidence of damage - ESPECIALLY leaning trees or major branches not leafing like the rest of the tree - I would not worry having them looked at more frequently than every 10 years or so.

did an awesome job. There were so many obstacles and we were a bit nervous, but they did not damage one thing. The crew came out with a crane and bucket truck. The crew were extremely professional and just did such a good job. They cleaned up so well also. There wasn't a single leaf or twig on the ground when they left. We were very impressed. They even put our bird feeder stands back for us that they had to move out of the way. We will not hesitate to use them again.

. The first time, I called 4 tree firms for an estimate removing a fallen tree branch. I was sure the tree was a goner. But, they said no problem. The cut back the tree, and I was sure it was a goner. The noticed that the trees in our back yard were over grown and needed pruning, because they were blocking the light to the back and making our small backyard very dark. We said do it, and what a difference the pruning made. We had a bright backyard. My wife had a tree she absolutely hated. She told them she wanted it gone, and it was gone.
When we need some work done on a dead bush, an overgrown hedge, and a stump. I didn't bother to call anyone else. We knew their work was good and their prices reasonable. When I gave them the go ahead, the were here the next day. They made quick work of the job. and left the site clean. we've seen other companies in the neighborhood who left the site to the customer to clean up the mess, or just put it on the

for the city to pick up. Companies are supposed to haul of the stuff themselves.
These guys are real pros at a reasonable price, and check to see if you have any other problems that need attention. They are not give you a hard sell. They tell you what it will cost and let you decide what you want to do. They've even taken care of some little things for free. I rate them 12 stars out of 10.

Stopped by and gave estimate for tree and stump removal a couple of days after I called. Said he could be out in 2-3 weeks. Two weeks later called and said they would be out next day. Showed up promptly and removed tree in less than three hours, impressive considering the size of the tree. Didn't leave huge dents in the yard either. Completely cleaned up. The only sign there ever was a tree was the stump. Sub-contracts for stump grinding. Company showed up 4 days later and ground out the stump completely flat, including the surface tree roots that are common with silver maples. Very impressive compared to previous tree services I have used, and the mess they made. Too bad that was the last of the four trees I originally had, or I would definitely call them back again. Excellent job, excellent price. Apparently even the neighbors who watched were impressed.

We walked around to look at my trees, The estimator gave me some options to service my trees and the advise made sense. We agreed on a price for service and he gave me a schedule date. The crew arrived around 8:00 am. They walked around we me to insure the worked scheduled was what I was looking to have done. They completed there work and had me walk around with them to make sure I was satisfied with the job they did. I was, the trees looked great and the clean up was more than I expected. After noticing that the Siberian Elm in my front yard was growing over the power lines on our street, I became concerned about the safety hazard the tree could pose, especially because the upper branches were getting very close to the top uninsulated line. I called the electric company only to be told that my neighborhood is not due to have trees trimmed until 2017, and basically that I would need to deal with it myself if I wanted it done sooner. I called several arborists in the area, including companies who I have used in the past and been pleased with, but the ones that answered their phones told me that they did not have line clearance certification (a must for any work around power lines) or I was forced to leave a message, and didn't get the courtesy of a return call. After not getting anywhere with the larger tree trimming companies in the area--companies that I thought would have no problems handling line clearance--I found

Did not hear from them for several weeks. We called in June, he explained it had been too wet to bring in the crane and the yard had to be dry. We understood. Did not hear from them. We called again at the end of August - received a return call on Monday, August 31 saying they could not get the crane in the yard so it would be impossible to remove trees. Now

I asked about having them cut down instead of craned, and the person calling really didn't have an answer . Very disappointed in this company.
