You would have to have a shoe repair shop evaluate them - some heels are hollow except at the tip so you might not be able to shorten them and retain the necessary strength - others are solid, so he would have to look at them. Might be able to just remove heel cap, cut down, and put heel cap back on.

 

Bear in mind that cutting the heels down will rock the shoe "backwards", so you will be walking on sole further back on the shoe - if the unthickened sole part betweenthe heel and the ball of the foot would be walked on because of this, you might have to pay him to add leather there to, which might mean resoling the entire shoe - could get pricey, if these are not worth hundreds of $.

 

As for evaluating a shoe repai place - only thing I can think is if these are pricey shoes, call store and see if they recommend a particular place. Otherwise Search Angies List for sheo repair places and reviews.

I've used this business many times over the years. I've never been impressed with service but I wanted to support a local company.
This time I dropped off the shoe and said I would wait. I was told I could not. I said I always come in the date it was to be ready and then wait while they do the work then. I was told to go somewhere else if I didn't want to wait a week.
I said I would wait a week.
I arrived the morning it was to be ready and was told to come back between 4:30 and 5:00.
I came back at 4:35 and was told it would not be ready until Monday.
I stopped by Monday evening and it wasn't ready.
I stopped by Thursday evening and it wasn't ready.
I was told I would receive a phone call when it was ready and there would be no charge.
The next week I received a call and picked up the shoe and was charged the estimated cost.
I got home and the shoe is unwearable. The new stitch looks good from the outside but the knot on the inside is so big it hurts my big toe.

We determined that they didnt need the full sole. Just half. They were super busy when I went In as they do all sorts of leather work - from suitcases to purses to shoes. My wife had them work on a Coach purse and she said they did an excellent job. Anyway, it took a week to get the shoes back, but they were excellent! He even shined them up and replaced the laces.

I needed a small leather

I had been having difficulty with a sticking zipper on my winter coat. The zipper had reached the point that it was nearly useless. Thought I was looking at a new zipper, but the folks at Cobbler's Bench quickly diagnosed the problem as a worn slider. Replaced the slider in less than 10 minutes, while I waited. They charge $40 for a zipper replacement, so I appreciated their honesty in recommending only a replacement of the slider (costing $10). I have another sticking zipper that I'll definitely have them work on as well.

Boots were dropped off on 10/27/14. Lady had written on ticket 2-4 week pick up. It took them 7 weeks. Picked up on 12/18/14. When the boots arrived back the laces were missing. She told me they would have them the following day. I returned today to get the laces but someone forgot to order them. I told her that this has taken much longer than expected and I didn't have to time just come back again for the laces and asked her to mail them to me. She then implied that I had lost them and not owning responsibility. I told her I understand where this was going all the while she is lacing my boots with the incorrect lace. I told her at this point that this has been a terrible experience and then she started arguing with me. I pulled the laces out of my boots and told her I would never come back. At this point she called me an a******. This sort of behavior isn't acceptable nor should be tolerated.
