"The inspector was very polite, on time, and was thorough in answering all of my questions ( I was present for the entire inspection). However, after moving into" the house it is clear that he missed several important things. The home has bedrooms upstairs, the master and 3 secondary bedrooms. In all 3 secondary bedrooms the light switches do not work so you can't turn on the lights in the room unless you have a remote control for the fan or you use a pull chain. So if you're entering the room in the dark you can't see anything until you either make your way to the pull chain or find the remote. Upon having an electrician come out to look at this, he found the previous owner had done his own wiring and it was not up to code. There were wires not in junction boxes all in the attic that were a fire hazard and he now has to completely re-wire the secondary upstairs bedrooms because of how messed up the previous owner had done things. Also in the attic he found the exhaust fan had the wires cut to it, so it had not been working all summer. The inspector went into the attic, and these were big obvious things he should have found. The home was also listed as being stubbed for bath in the basement, however we could never find where it was supposed to be stubbed. We asked during the home inspection and he told us where he believed it was stubbed, but said there was stuff in his way so he didn't thoroughly inspect it, but he was sure it was and he wouldn't worry about it. However after moving in and having a contractor come to look at the area we were told was stubbed, we now find out that it was never actually stubbed for bath, only for a sink. So to add in a bath/toilet it will cost us an additional $1500 just to have it stubbed like we thought it was. In hindsight I should have insisted he move the boxes in his way to thoroughly inspect the area and not have just taken his word for it. It's just very frustrating to pay almost $400 and have big things like these missed. If I could do it over again, I would have used someone else.

It really depends on where you are and the type of work.  In Texas most home inspectors are only trained in general areas of interest and have no detailed knowledge of construction practices.  Some do after having carrerrs in other fields including engineering or as general contractors/home builders.  If you are wondering if a completed job was done in a professional manner appearance wise and have minor concerns an inspector can help you.  If it is more extensive hire professionals from the different fields to inspect the respective work.  Plumber for the plumbing, electrician for electrical, etc.  An experienced GC or inspector can do an initial inspection and advise you whether you should have the concerns further investigated by the trades.  Remember, they can't tell much about what they can't see so framing and insulation concerns will be hard to verify.

It's a little unusual to do this except in cases of fixer-upper properties but you should call a local general contractor with experience renovating/remodeling homes in the neighborhood.  They'll know the typical problems with the homes there and what to look out & budget for.  For example, here in San Antonio many of the homes built in the mid-fifties to 60's have lead drains that were not put in properly or were installed in such a way that repairs are not quick or cheap.  Many homes even older have the same drains but seem to be less hassle to repair.  Homes in my neighborhood have a problem with improper supply lines (wrong type of copper) which break due to corrosion.  Just make sure the contractor you hire to go over the property with you has done significant work on homes in the area on similar homes.

Are there actually 33 PTAC units?
Are you an EPA certified person( refrigerant )?

Here is my suggestion, break it down into manageable portions(ie one heat pump and a few PTAC units every other month) to keep from being overloaded.  
Clean/Replace filters
Check/inspect electrical wiring and connections
Check amperage draw of compressors/motors 
Check capacitance of start and run capacitors
Check contractors/relays for wear/pitting
Check refrigerant levels and record superheated/subcooling
Check external static pressures across air handler(s)
Check deltaT (return and supply air temps) 
Lubricate motors( if applicable)
Inspect Belts/Pulleys( if applicable)
Clean outdoor coils
Clean indoor coils

Start there and HAVE FUN!!!

He arrived on time, was very professional, very thorough and he took the time to explain to us how things worked in the home, why he was inspecting what he was, and how and why issues needed to be addressed. He started by inspecting the roof first on foot (for the lower roof) and then with a

testing unit was set up in the basement. He tested the performance of the heating and cooling systems.
He proceeded to the 1st floor and did a thorough check - even testing the pressure-sensitivity of the garage door, and showing us how to adjust it. He conducted an infrared test - which we were not expecting - to detect abnormal leaks in the water and HVAC systems. He showed us imagery and explained what he was looking for.
He continued the inspection to the upstairs including crawling into the attic space.

I came home to a mess; he inspected the attic and left a pile, (and I mean a very large pile), of blow in insulation all over the carpet in the upstairs hallway. It was several inches thick in places and covered a very large area. No attempt was made to clean up the mess. He also left blinds looking like kids had been playing with them in every room; blades at every angle, askew, partially raised. Cabinet doors were left open.
I have used several other home inspection services and cleaning up and putting things back in place is a routine process. They carry tools in their car to perform this task and it is a common courtesy to leave a home in the condition you found it when done inspecting, especially when that home is on the
