You need a general contractor - prefereably one who specializes in additions, because you have excavation, waterproofing, concrete, concrete cutting, carpentry, door and window, etc trades to coordinate.

The cost will depend a great deal on your topography around the house - if the base of the window will be above ground level at least 6 inches, then could run about $500 for a legal egress window purchase and about $1000-2000 for installation, depending on how deep into the concrete you have to cut.

If the bottom of the window will be below ground level, then to call it a bedroom (which mandates legal sized second egress and usauully at least one window)  then you will have two choices - bring it out into a solid watertight concrete storm cellar with collar to keep water out, stairs, and and weather and bug-tight cellar door that is inward-opening, which means a lot of space for stairs and landings top and bottom, or bring it out into an oversized window well at least 36 inches in diameter, and with steps to ground level, with adequate drainage and waterproofing to keep it dry. Either way, sometimes about as easy to put in an outside door as a window, and might raise property value more. Cost from $2-5,000 depending on how deep into concrete wall you have to dig, whether concrete wsall needs reinforcing with steel frame because of the depth of cut, how easy the digging is, and what your water conditions are near the foundation. The last thing you want to do is create an easy water or vermin ingress with your egress.

YES , You should have an A.C. sleeve surrounding the through the wall unit . These sleeves will usually accompany NEW products , either as a package or an add on equipment purchase.

     It depends on what type of ramp you need. If it is built out of wood you could look for a carpenter or a deck company. If you are looking for a concrete ramp a mason would be what you are looking for. There are also metal ramps and I believe some medical supply companies may carry them or be able to steer you in the right direction. As for insurance coverage I am not sure. You may have coverage and would be best talking to your agent. Depending on why you need this ramp there may even be programs through your local government or even some of the local charities might help. It might be a project a local Scout Troop might help out on.

criteria because at the end of the day I was very happy with the job, the quality and result. Getting there was a different matter.
Helio was very responsive and professional but I suspect the reason I had problems was that he told me that when my job started he had 8 jobs going with 15 men. This degree of fragmentation is difficult for anyone to manage. One the first day he came with his men, showed them the job and delivered material. A single man was left behind to remove the balcony railing, but after 90 minutes he had nothing to do. He dug a hole to set a concrete post but dug it in the wrong place; he never asked where it should be. Then he was about to put in a

fir post instead of a pressure treated one until I stopped him (the pressure treated post came later, which he installed.) The rest of the day another helper was substituted and did little save some

prep work.
The next day no one came.
On the third day, two carpenters showed up and did a fantastic job. They asked me what I wanted, how it should be done, made good suggestions as to technique. The only issue was that I needed to tell them that we had to add extra support posts to meet code; I should not have had to do this. Otherwise they were superb in every way. They cleaned up and left a nearly perfect job.
During this time I was waiting for the back door to be delivered early so I could stain it in advance. Helio delivered me a door but it was an interior not an exterior door. Luckily I caught the mistake and had Helio take back the door and get me the proper one, which he did in a few days.
The painters came the next day and like their carpenter counterparts did a fantastic job. A few days later a different set of carpenters came and did a great job in installing the door again exceeding my expectations.
So when I look at how to rate this, I have to downgrade the company not because of the actual work or price but because of the mistakes that were made that I needed to attend to. Helio has great people and does a very good job. In may case, some of the most important details fell through the cracks, which is why he gets the score that he does. But I would hire him again and most likely will for other work I need doing in the future.

A J Hall took 1500 dollars and did not complete any of these jobs. I actually wrote the previous review on the small job he did and that was done satisfactorily so I trusted him. This time he stated the jobs, but never finished them. don't trust this guy. He is a lying crook.

It turned out well and the project is completed. The contractor who came out did a great job! Unfortunately the first person who came out over-measured and caused me to purchase more flooring than I needed. Because it was a special order, I could not return the flooring to the store. Knowing clearer pricing for needed materials up front would be helpful in terms of their quote. The main employee who did all the work did a good job. She was knowledgeable and did the work well.
