If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.

This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.

As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.

To overlay, with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.

Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.

If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.

Asphalt overlays over somewhat deteriorated concrete can work well, but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.

Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.

For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

Concrete Driveway Installation And Repair reviews in Bartlesville

After meeting with 9 contractors, Yaron and Tamil were the only ones who gained my confidence that they would be able to stay close to the budget and time frame that we needed for our remodeling project. We handed them a tall order, wanting to accomplish approximately 2-3 months worth of remodeling in 4-5 weeks. They wowed us by beginning work on the same day we signed the contract. Before they even put their sign out, they had covered our floors with thick padding, not just paper, to protect them. Throughout the process they have been professional and organized with their progress payment system and weekly planning calendars. They are responsive and available. And when there is a problem, they resolve it fairly and quickly.
The head of the crew working on our house
Bartlesville Driveway Contractors Provider Name Locked
has done a good job keeping the project moving forward and working with me to overcome challenges that could substantially slow it down. His chief tiler
Bartlesville Driveway Contractors Provider Name Locked
is an amazingly talented craftsman who is dedicated to his work and willing to put in the time and effort to create a truly beautiful space. They are both positive and easy to work with.
One of the reasons we chose
Bartlesville Driveway Contractors Provider Name Locked
is their ability to handle the scope of our project with their dedicated office staff and their ability to provide almost every contractor we needed to take care of all aspects of our remodel from window and door companies and stone fabricators to roofers and painters. When I call the office, Viviane or one of the other staff members pleasantly and promptly answers the phone and takes care of my request. I am still in awe of the custom cabinets their cabinet makers created for us - they're beautiful!
They also make it a priority to keep the job site relatively clean, bagging trash and picking up building materials at the end of the day. And they installed a portable toilet, which is regularly cleaned out, for the workers to use on site.
As a realtor and homeowner, I have worked with many contractors, and the quality of work and service of
Bartlesville Driveway Contractors Provider Name Locked
is head and shoulders above the majority of contractors I have worked with in the past. Without a doubt, I will refer them to clients and friends when ever anyone I know is looking for quality construction inside or outside their home.

I found

came out and we went over the work. He saw how badly my old drive way was and explained the reason's why. He explained how
Bartlesville Driveway Contractors Provider Name Locked
does their work with removing the old concrete and the dirt underneath it in order to make room for the stone to be added for a good base. He also explained the use of with rebar spaced through out the job.
On the October 15, 2014 he arrived with his crew to start the work. Everything he said he would do he did, and more. The politeness and customer service of this company was the BEST.

The owner who gave me the estimate was very professional. The actual cost did come in above the estimate. This was because the original driveway was not installed correctly. Before they did any additional work, they did show me what needed to be done for a proper installation. The crew was also very professional and did an excellent job. We continue to receive compliments. We have actually received a compliment from a concrete company who was doing some work for the city.

and his crew were at my house at 6:30 or 7:00 am every day they worked at my house. The crew worked together very well, like a fine oiled machine. It was obvious to me that they all knew what they were doing and what their individual rolls were in the process.

I got

I received 3 quotes for concrete working and
