How to Get Rid of Springtails
One of the most effective ways to control springtails is to dry out the infested area. Springtails require a high-moisture environment to breed and thrive, living mostly off of algaes that grow in moist conditions. They will either leave the infested area or die out. If there is an infestation that cannot be controlled by drying out the infested area, use an appropriately labeled insecticide with a residual time These will typically be a liquid concentrate form, a wet-able powder form, or a dust product. DO NOT APPLY UNTIL AREAS ARE DRY. If area will not dry naturally, use Corn Starch to soak-up any lingering moisture and otherwise 'steer' any rain water or irrigation away from area.
Also, if there is a noticed springtail infestation around the perimeter of the structure, use the insecticide to do a barrier treatment and apply corn starch to reduce or eliminate moisture. Caulk and seal all cracks and crevices and inspect potted plants before they are brought into the house.
I would talk to your local lawn and garden supply store (or mill and feed) - NOT a box store or hardware store. There are also selective grass control chemicals. YOu can research this by Googling using search string "Tall Fescue Control" - there are lots of articles by the USDA and individual state cooperative extension services.
There is a treatment called chlorsulfuron TFC (Tall Fescue Control) that will do this - it worked for me in western New York, but took 3 years to finish out all the tall fescue. It may now be limited to use by commercial applicators - pretty potent stuff. Can yellow bluegrass or make it phytosensitive, but our looked OK during treatment because the TFC was applied in the fall for best results, and our lawn was dormant till spring anyway.
Tall fescue can also be controlled by real short mowing, but only in areas where the bluegrass is dominant and really thrives so will eventually crowd out the trimmed fescue, but you may be too far north for that.

He did the aeration, overseeding, and also said he added a fertilizer. I expected a lower price, as my lawn is tiny (less than 800 sq. feet), he spent 20-30 min doing the job and charged $300 (I asked to apply 5% Angie’s list coupon). The Angie’s list deal for this provider is $300 for the aeration and overseeding for up to a fourth acre, which is at least 10 times larger than my lawn. Other than the price, I am pleased with the service.
The owner it cost and exactly what they will be doing as well the days they would come.
II would definitely recommend
Eventually, I got a person that was supposed to know what was going on to talk to me. Mind you, they were not willing to come to my yard to look at what I wanted. I explained that my order of priorities was to get weeds done, then branches and then mulch. We discussed cost of mulch and hours required to install at length and agreed on a cost for labor beyond the 12 hours purchased in the big deal, as her expectation is that the work would require more than 12 hours. We even agreed what would happen if they could not finish in one day and needed to come back--how much per hour the second day of work would be, etc.
They notified me on Sunday before my Monday appointment that they couldn't make it and asked if they could come on Wednesday between 10 and 1. I called and said those hours wouldn't work and they offered to be there between 8 and 11. On the day of service, two people arrived at 945am, though the invoice says 930am (I was on a conference call with work until 935 am, so I'm quite certain about the times).They did not seem to know what I wanted done. So I walked through the yard pointing out the limbs I wanted trimmed, the beds to be weeded. I marked with orange flag tape three small plants that I was worried would be weeded as they are unusual and hard to see and pointed these specifically out. I pointed out that it was important to me that all of the beds get weeded. And when they started to mulch, to make sure they did the front and side beds first and did the mulching in the back last in case they ran out. (FYI, this was not an English/translation issue--the worker spoke good English and said he is from Ohio).
I left for work and they did the work while I was out. They left sometime before 5pm. The quality of the work is quite poor. If my 12-year old had done it, I would have made him redo the work.
Things I am unhappy with:
One of my three flagged plants is gone.
They did not weed several of the beds.
Where they did weed, I can see weeds along the edges and when I pull those weeds, I see more weeds under the mulch--as if all they did was pour mulch on top of the weeds.
Some of the weeded beds have many many weeds remaining, some of which are 12"+ high, especially close to the plants in the beds--again as if they couldn't be bothered to pull weeds prior to mulching.
There are three piles of mulch over 12" tall in the beds, as if they forgot to finish spreading them.
On the plus side, they did blow the leaves off my lawn, which I did not ask for, and bag and leave the refuse for pickup as I requested. So to someone glancing at the yard, they probably would say it looks good, but it'll be pathetic in a couple weeks as the weeds continue to grow, and I still have to weed the beds they decided not to work on.
Now, you might say I should have supervised them better, but the rate I paid, even with the big deal, was over $30 per hour, so I expect high quality work and self-supervision for those kinds of prices. I am quite disappointed with the quality of this work.
