If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.

 

This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.

 

As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.

To overlay,with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.

 

Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.

 

If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.

 

Asphalt overlays over somewhat deteriorated concrete can work well,but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.

 

Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.

 

For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

We signed up 9-29-14. They partially paved the driveway on Oct.12, 2014. They never finished the job and wanted to keep three pieces of equipment on the driveway until the Spring at which time they would finish the driveway. We asked them at least 20 times to remove the equipment.On November 16, 2014 a team from the c&c company removed the equipment after calling them about it for each day for about 4 weeks. We do not want to continue with the contract for $15 thousand dollars.

From the moment, we contacted JR Paving, we dealt directly with the owner. I can't day enough about his professionalism, punctuality, and honesty. Many contractors didn't even return our phone calls .hen we said it was a residential job. They didn't even want to hear the fact that our residential driveway was actually fairly large. JR Paving came out after one call. He evaluated the existing driveway and was able to point out all of the problems before I ever had to mention them. He discussed the various options. Presented everything very clearly and honestly with a fair price. At one point, we were considering expanding the driveway on one side to better reach a shed. JR Paving came up with a better alternative that met our real requirement and was much cheaper than the expansion that we had suggested. Again, it was the straightforward and honest approach that sold us. We booked that day. The owner told us that he'd be back within a week to start the job. He wrote up the contract and we were good to go. Exactly as promised, the JR Paving crew showed up on the day/time agreed upon. They quickly went to work in removing layers of the old driveway, outlining the current perimeter to include the new area near the shed, and prepping the surface properly for the asphalt. With the prep work finished and after determining the correct grading for the new driveway, they laid the new thick asphalt surface. The entire job took about 3 days. While I was unable to be at home for the installation, my father (a retired tradesman) volunteered to come over to the house and "supervise" for us. We came home each night to rave reviews from my father, who is not easily impressed. He mentioned continually, how the crew didn't cut corners and made sure to take extra care in getting everything right. he also noted that the owner was right there throughout the project, making sure all was done to his satisfaction. After the job was finished, the entire site was cleaned. The driveway was blocked off for a week to allow it to properly set. It has been 2 months since the installation and the driveway looks great and is properly graded for our property. Since installation, we have been contacted by JR Paving to check on our satisfaction. All in all, this was a great job by JR Paving.

! There were quality issues immediately upon completion of the job. He ran out of asphalt and "patched" a 7X2 foot section and said it would "blend" in six months. That never happened. In fact, it worsened. And other areas of the driveway began to crack and crumble within months of being paved. I called him within the guarantee period, but the guarantee was worthless because he didn't honor it.
I called him about it, but he didn't return calls. I emailed, but he wouldn't respond. I sent certified mail to his business address at 1134 River Road , Old Bridge, but the U.S.P.S. said there was NO SUCH ADDRESS. I found another address on Angie's list and sent certified mail to him at that address. He didn't accept the mail and left it unclaimed at the Post Office. I filed a complaint with the Better Business Bureau, but "Red" didn't respond to the BBB investigator. The BBB closed the case due to no response from contractor (see the BBB web site. It's posted). Couldn't find this guy for months. Finally, after filing a complaint with the NJ Division of Consumer Affairs, I got a call. Red said he'd fix everything within a week. That never happened. He made an insignificant fix to a small corner section, but refused to do anything more. He told the Consumer Affairs Investigator that he would not be returning to my house and I cold take him to court. So i did. The case was schedule to be heard 20

I called to ask a few questions about the quote. To start with there was lot of resistance to questions and I felt as if the service provider was finding it too onerous to provide answers to basic queries.
However when I asked what if during repaving you find multiple layers of asphalt instead of only one then would I be charged more for that because the quote assumed that there is only one
