Business Description: Dr. Eugene D. Kaplan is a President and a Medical Director of Neurological and Stroke Care, PLLC and a Medical Director of Comprehensive Pain Management Center and Headache and Facial Pain Treatment Center divisions serving patients in Albany and the Capital Region. He did his training at the Neurology Residency Program at Albany Medical Center. He was awarded the “Excellence in Neurological Physical Examination” Award at the Residency Program in 1999. During his senior year he served as a Chief Resident and a Journal Club Leader. After graduation from the Residency Program he completed a two year fellowship at Columbia University where he also worked as an attending physician at a Stroke Center in addition to being a Post-Doctoral Epidemiology Fellow and Post-Doctoral Research Fellow. He was actively involved in teaching and supervision of Neurology Residents. During his fellowship years he also earned a combined double degree of Master in Public Health from Columbia University – one in “Epidemiology and Clinical Research” and another in “Health Care Policy and Management”. He originally graduated from Kuibyshev Medical School in Samara, Russia as a general surgeon with a consequent sub-specialization in intensive care and anesthesia. He moved to the United States in 1993 with a 10 year experience working in the areas of his expertise. His medical positions included an Attending Physician in the Intensive Care Unit at the Regional Toxicology Center, Attending Physician in a Hyperbarooxygenotherapy Department, Attending Physician and Chief of the Intensive Care Department at a Cardio-Pulmonary hospital. In spite of his multiple responsibilities he was also teaching in the Nursing Education Program and teaching and supervising of medical students. Dr. Kaplan has always been involved in medical research. Being a medical student, he started investigating new organic compounds for carcinogenic activity as a research technician at the Toxicology Research Laboratory, Kuibyshev Medical Institute, Kuibyshev, Russia. He soon co-founded an Experimental Oncology Interdisciplinary Research Group at the Department of Pathophysiology, Kuibyshev Medical Institute, Kuibyshev, Russia. As a fellow at the Columbia University, Dr. Eugene Kaplan participated in the North Manhattan Stroke Study (NOMASS) as a Research Fellow. The results of his research were presented at Neurological and Stroke meetings in the USA and Europe. At Columbia-Presbyterian Medical Center he was also a co-investigator in clinical trials, including Aortic Plaque in Stroke Study (APRIS), Multi-Ethnic Study of Atherosclerosis (MESA), Hemicraniectomy and Durotomy for Deterioration From Infarction Relating Swelling Trial (HeaDDFIRST) Study, ARGatroban Injection in patients with acute ischemic Stroke (ARGIS-1) Study, Management of Atherothrombosis with Clopidogrel in High-risk patients with recent TIA or ischemic stroke (MATCH) Study and AMPA Receptor Antagonist Treatment in Ischemic Stroke Trial (ARTIST) Study. He was also the principle investigator for the Stroke Educational Program Impact Study (SEPIS), St. Clare’s Hospital, Schenectady, NY. Dr. Eugene Kaplan has training and experience in neurology, pain medicine, anesthesiology and general surgery. His broad experience in various conditions and treatment modalities allowed him to master a very comprehensive and unique approach to the patient's evaluation and treatment. It taught him the necessity of being at the cutting edge of technology and to view a patient as a whole. Dr. Kaplan is always looking for new developments in medicine to implement in his practice in order to improve patients’ care and treatment outcomes. He is one of the few pain physicians and neurologists who pioneered ultrasound use for routine patient examination and interventional procedure guidance in the Capital Region Dr. Kaplan provides comprehensive care to patients from Albany, Schenectady, Troy, Saratoga, Clifton Park and Glenn Falls.
