You say female pipe to copper pipe connection - I hope you are not saying they connected copper directly to galvanized or black iron pipe. If so, there should have been a dielectric union put in there to prevent corrosion, which could be part of your problem.
Also, generally a bad idea to use teflon tape for hot water tank connections - too much thermal cycling, loosens it up over time. Should use plumbers dope for that application.
It sounds to me like a connection problem - if the tank itself was leaking it should be flooding the top of the tank or more likely running down through the insulation and dripping out the bottom.
Unless you are a do it yourselfer, sounds like you need to find a new plumber with good reviews and rating in your area - Search the List (in green banner bar). This should be an easy fix - should have him put in dielectric couplings (about $5-10 each depending on pipe size) if current connection is iron to copper, and even if not, have him redo connection not only for cold but also hot water - if one was done poorly, probably both were.

(SSES was one of four companies with which we engaged in onsite and offsite queries and conversations. Our contact with all four began in the first week of June, 2014. We began by contacting a couple of local people who had installed Photo Voltaic on their homes and making an inquiry of Angie's List. Two of these were comparatively smaller companies; SSES and another company were relatively larger and had done PV work locally with customers who responded positively to my seeking their evaluations.)The two smaller companies had significant reasons to recommend them, but were unwilling or unable to install the equipment that we had chosen following about six weeks of evaluating our options.

It took several weeks for the electric company to go through its process of integrating the installed PV system with the local electric grid. On September 19th a crew of three came from SSES to "energize" the system (i.e., it then began to work integrated with the local grid). On this day a final tutorial was given us on how to monitor our production. Our monitoring indicates that production will exceed our anticipated goal reducing our electric bill by about one third.

We have a 25 year warranty including labor for any defect in the equipment. We have an extended warranty including labor from SSES for whatever may be needed if something is not working. (This last warranty is not 25 years, but it does give good assurance that the work was done right.)
Explanation of cost: The job was expensive compared to other bids using less efficient components. But it was $1,500 cheaper than the one other company bidding on the same equipment.
When we where finally ready to start the instillation, the Solar Panels they where planning to use weren't available, so they had to use a different panel which meant they had to use a few more panels than planned, but the cost to us was the same.
The install went well, and the installers where professional and did a great job. The wait for the City and DWP to sigh off was a test of patience but after a few weeks the system was turned on.
It's been almost a year with the Solar Panels, and we've had no troubles, and we are enjoying minimum bills from the DWP!
