You would have to have a shoe repair shop evaluate them - some heels are hollow except at the tip so you might not be able to shorten them and retain the necessary strength - others are solid, so he would have to look at them. Might be able to just remove heel cap, cut down, and put heel cap back on.
Bear in mind that cutting the heels down will rock the shoe "backwards", so you will be walking on sole further back on the shoe - if the unthickened sole part betweenthe heel and the ball of the foot would be walked on because of this, you might have to pay him to add leather there to, which might mean resoling the entire shoe - could get pricey, if these are not worth hundreds of $.
As for evaluating a shoe repai place - only thing I can think is if these are pricey shoes, call store and see if they recommend a particular place. Otherwise Search Angies List for sheo repair places and reviews.

I should have gone to him first, rather than use hardware paint to spruce up my old pair of work shoes. I really messed up the shoes -- my most comfortable pair!!!!! I took them to the owner to see if there was any way to salvage the shoes. About a week later, perfection.
The 2nd thing I love about this place, is the whiff of oil and leather you get as soon as you walk in the door. Wonderful place and I'll definitely be back.
The quality of the embroidery could have been better. Ended up with a couple of holes in the coat where they did the embroidery. They should have reinforced the embroidery by putting a stiffer fabric behind it.
Overall, I was pleased and very well may use this service again.

pick them up the week before Thanksgivings Day. Two months! Ok, their work used to be worth the wait.
I returned to the store the week after Thanksgiving ( done. I was told to return on
I returned on 20 February and was asked if they had called me, I said no. But as I gave them an extra month I figured they had to be done. Again, they weren't finished. I was told to return on 5 March. Ok, after 5 months and three trips I asked for a refund on my prepayment. They gave me my boots back and repaid me for my advanced payment.
The owner's wife said she was in the hospital for three weeks, so they were running behind. While I was sorry she had been ill and can understand that might cause her husband to fall behind, she had the boots a full two months (one month longer than promised) and they still weren’t done, so even if she was in the hospital, they had 5 weeks (while she wasn’t in the hospital) to get them done. Plus the other three months!
I also asked several people in line when they dropped of their shoes and all told me about three or four weeks ago. How come they do certain shoes before others? I paid in advance just like they did.
They are terribly disorganized, slow, and unresponsive to phone calls. They never pick up their phone. I've tried calling a dozen times and watched them ignore the phone while I was in their shop. They also don't have a phone message setup.
As to the Men's boots that needed to be stretched - my husband came with me to try them on and there was no change to the boot. He decided to leave the boots there for another 3 days as they are going to stretch it more.
I would not recommended Rawhide Boot & Shoe Repair Shop. They tell you what you want to hear, make sure you pay up front and do cheapest/easiest for them. They have your money and won't do anything to correct this. Outcome is not good!
