I would say depends on several things:
1) what % of the job is $400 ?
2) how good is the warranty - against all types of failure, or what - cedar fences usually fail in one of two ways - tornado/hurricane/waves/flood/car collision takes them out, or the posts (if not treated timber) rot out. The fence itself will change color and get fuzzy as it weathers, but should last 15-20 years in most areas.
3) generally, a fence is not something you would pay for a warranty on - if properly put up and with concreted-in copper chromate or copper napthalate treated posts (the green preservative) should last a long time and not need warranty work basically till the fasteners fail or the fence slat boards split too badly.
4) if I was going to spend extra money on a wood fence, it would be for a good quality penetrating sealer, not steel posts.

3/25/14: they emailed me back; I replied that I would take a look at their website and contact them to set up an appointment
4/5/14: they sent me a quote via email for one type of fence; I replied with some questions; and they replied back with the answers; I then replied requesting more quotes on other fence heights and styles to fit my budget better and also had some other questions, such as what is their warranty
4/8/14: they sent me an odd email saying that they sent out a recent proposal to me; I replied to them: "The quote is the same quote I received in the first email of this string. Please see previous email also with additional requests. Thank you."
No answer from them yet on my additional questions.
4/10/14: I emailed them again: "I am wondering if you have seen my previous email. I realized that I sent the last email directed to
4/14/14: Finally, I received the answers to my questions I sent them on 4/5/14; I replied back a few more questions about their answers they gave me
4/15/14: they replied to my answers; I then sent them one more questions about a wood fence (I am reviewing my options between wood and vinyl); they replied back to me with an answer
So far, so good. I then had to do other projects and then emailed them again:
6/22/14: I emailed them a question on PT posts, also asked them if they create mowing edges along fences, how much damaged would be caused to the neighbors lawn side during construction, and if they stain wood fences.
6/24/14: called them to see if they received my last message
6/28/14: no reply back from them at all; I emailed them: "I am surprised I have not received any information yet. There wasn't a reply from you confirming the email I sent you that you are working on the requested prices. I also had to call your office a few days ago to inquire about the information and was told that
7/7/14: Finally received a reply to only one of my previous questions; I then replied to them saying that there were still some open ended questions.
7/9/14: they replied back to me but with information that was not meant for me
7/10/14: I replied back to them saying that, and then reminded them the question I had asked but still waiting for an answer; they replied back with the relevant information and said they sent me an attachment; they replied with the attachment
7/18/14: I am still trying to revised my fence design, so I asked them a new quote for a shorter fence. I also requested to have a damaged
7/23/14: received a reply saying that the information is left for
7/31/14: No reply; I then emailed them saying: "I have not received a reply or prices. I have to say I am disappointed in the lack of follow-through on
