Tree care is something most homeowners can do on their own, but an expert should be called if a tree is showing signs of disease or if limbs need to be removed.

I would strongly suggest sending your neighbors a certified letter stating that, per your earlier conversation, you consider this tree to be a hazard due to its proximity to the power lines.  Then, when and if something bad does happen, you will have a record of having informed them of it and they won't be able to say "we didn't know."

You say the county has told you it is the neighbor's problem.  Did you contact the local electric company?  They should care very much about the situation.

I would also recommend taking lots of pictures showing the proximity of the tree to the wires and that it is obviously dead.

Dead trees do sometimes stay vertical for a very long time, but it sounds like a tense situation for you.  I understand your desire to not inflame the situation, but it doesn't sound like there is anything more you can do that won't have the potential to do so.  So it becomes your responsibility to look after your own interests in the most reasonable way possible.

For my money, never ? I do a walk-around yearly in the summer (when easy to work on and before the heavy fall winds in our area) and look for trees with dead crowns, losing branches everywhere but at the crown, brown branches (evergreens) or leafless branches, leaning trees, trees with visible rot, trees with major bark loss, trees with seriously damaged or eroded away roots, etc. If none of those symptoms, then I call our 100 or so trees good for the year.

Of course, the bigger the trees and the likelihood of house damageor powerline loss (especially in winter) if there is a major branch or tree fall comes into play also. I trim and cut my own trees when needed regardless of size, so my level of confidence in being able to handle anything comes into it.

If you are worried about one or more trees, call an arborist to check them out - then I would say unless there is evidence of damage - ESPECIALLY leaning trees or major branches not leafing like the rest of the tree - I would not worry having them looked at more frequently than every 10 years or so.

They removed a dead tree, took down another that was threatening to fall on my house, and trimmed my backyard so thoroughly it looks better than it ever did before. provided major tree service to my enormous street tree, an American Elm. My key concerns were the amount of debris and branches that the tree leaves on the ground during rain and windstorms, debris on the roof and in the rain gutters, and the huge amount of leaves to be cleaned up in the fall.
The canopy was raised to lift above the house, yard, driveway and street. Dead branches were eliminated. A portable lift was used for much of the work, and plywood was placed underneath the lift to protect the yard and paved areas. Work commenced around 9 AM, and continued until late afternoon. The crew cleaned up well at my place and any neighboring properties that were affected.
I am happy with the job. I took four bids and discussed the job in detail with the four bidders.

They were outstanding! When I first purchased my Angies List deal, they initiated contact with me immediately. They came out within a couple of days (working with my schedule) to calculate their estimate and got that to me right away. They were really good about scheduling my work, especially given that I live out in East County. I had several questions for them before they came out and the responses came with courtesy and speed. When I came home today, I was extremely pleased with the work they did. My property is on a steep hill. The tree they needed to crown was on a steep bank and they had to access it from a steep driveway. The limbs were hanging over a thin walled aluminum storage shed and a back yard just planted with baby plants. I couldn't believe they were able to clean up that tree without any damage to anything! I am so pleased with this company! I have spoken to and worked with quite a few other companies and private individuals over the last 15 years and these guys were the best. I highly recommend them, hands down!

I can't give you a date of service because they forgot about us. They were suppose to take out a tree in our front yard and replace it with a river birch. They said they would do the work in the fall and they never came to take out the tree. We have not heard from them at all since we did the initial paperwork.

and asked him to come out and give me an estimate to cut down a large oak tree that was growing too close to my house and leaning over the roof.. He came out to my home as arranged and gave me a very reasonable estimate to cut down the tree and remove it from my yard. We set a date for the work to be done.

and his crew arrived on the designated date and went to work immediately. They cut most of the branches from the tree and used ropes and a pulley to secure the branches and keep them from falling on the house. As one man in a bucket cut branches, two men on the ground used a bobcat with an attachment to pick up the branches and put them in a dump truck. When all branches that could be cut off were removed, they cut the tree down. They estimated the height of the tree (66 ft.) and the location where it would fall because my water well was right in the fall area. They cut the tree down and it fell exactly where they intended for it to. They cut the tree up, put it in a dump truck and a trailer, and raked up the remaining debris. They even blew the leaves and acorns off the house roof and the porches.
