We had to pay for it when we scheduled a final inspection. Failing to comply with local codes shows a lack of competence in the most routine trade skills. It also casts doubt on their ability to comply with the more stringent abatement codes. These windows sure do feel drafty: Because we just moved into a drafty old house, sometimes its hard to tell where the draft is coming from. This is especially hard during the late summer, when temps are pleasant and the ceiling fans are spinning. It can even be a bit of a challenge during an especially mild winter, like last year. But that quickly changes when we get a two week visit by the arctic vortex. As part of our kitchen rehab, I had to re-insulated three of the new windows. This made a noticeable difference, which we could then compare to the others installed by the Apline crew. There are several windows that don't appear to have any foam or gap-filler. It looks like for the vast majority, all they did was nail trim and apply caulk, which has since split and opened up. So its not just cold that you can feel, but but cold draft. In total we asked

to schedule a lead inspection, I had already arranged from a Home Inspection and was hoping to schedule it for the same time. The initial phone conversation resulted in a rough estimate, and they were very accomodating in working with my schedule.
We arranged to meet at 9:30 am. When I arrived at the house at 9:30, the inspector was already there, and stated that he had already finished his inspection of the outside of the house! He took some time to explain exactly what he was looking for, as well as the method that he used. He provided a packet of information stating Massachusetts Lead Laws, as well as information on options for deleading, if it is needed.
We didn't follow him around to every room, but from when we were with him, he seemed to be doing a very thorough job, which also was followed up by a report detailing the results of every surface on which the test was performed. An added bonus was that the total cost was slightly under the original estimate! I would definitely recommend.
"On a site visit to our home, a rep. from AFR Construction tracked some type of gear oil all over our bedroom carpet and white rug (he didn't wear booties).
As a result, we had to throw out the rug, worth a few hundred bucks, and will need to have our carpet steamed cleaned just to get rid of the awful smell.
When I emailed AFR to let them know what happened, they didn't even bother to respond! I am aware they may not have been responsible for replacing/cleaning the carpet, but an apology or even acknowledgement would have been nice since it was their rep who caused the damage!

's response to the CCB is that they were only using the torch to heat the scrapers - an explanation every contractor I spoke with laughed at, since it's not a standard practice and would actually create quite a bit more work for the paint removers.
Disappointingly, they got away with just a warning letter in this case, despite the investigator's certainty that they used a propane torch on the house. But in reviewing the CCB files on the affiliated CCB licenses (you should too!), it's clear both of these guys have long been flouting lead safety laws. In at least one case documented by the CCB, a neighbor child tested with significantly elevated lead levels after an affiliated license performed work next door using propane torches and inadequate power
