I would strongly suggest sending your neighbors a certified letter stating that, per your earlier conversation, you consider this tree to be a hazard due to its proximity to the power lines.  Then, when and if something bad does happen, you will have a record of having informed them of it and they won't be able to say "we didn't know."

You say the county has told you it is the neighbor's problem.  Did you contact the local electric company?  They should care very much about the situation.

I would also recommend taking lots of pictures showing the proximity of the tree to the wires and that it is obviously dead.

Dead trees do sometimes stay vertical for a very long time, but it sounds like a tense situation for you.  I understand your desire to not inflame the situation, but it doesn't sound like there is anything more you can do that won't have the potential to do so.  So it becomes your responsibility to look after your own interests in the most reasonable way possible.

For my money, never ? I do a walk-around yearly in the summer (when easy to work on and before the heavy fall winds in our area) and look for trees with dead crowns, losing branches everywhere but at the crown, brown branches (evergreens) or leafless branches, leaning trees, trees with visible rot, trees with major bark loss, trees with seriously damaged or eroded away roots, etc. If none of those symptoms, then I call our 100 or so trees good for the year.

Of course, the bigger the trees and the likelihood of house damageor powerline loss (especially in winter) if there is a major branch or tree fall comes into play also. I trim and cut my own trees when needed regardless of size, so my level of confidence in being able to handle anything comes into it.

If you are worried about one or more trees, call an arborist to check them out - then I would say unless there is evidence of damage - ESPECIALLY leaning trees or major branches not leafing like the rest of the tree - I would not worry having them looked at more frequently than every 10 years or so.

We had a lot of trees that need to be trimmed. Some were accessable using the cherry picker and others required climbing.

estimated the job. He showed up on time and was very professional. I had shopped around quite a bit and found the quote to be very reasonable. The office sent the insurance certificates of liability before the job as promised. The crew was also very professional and did an exceptional job. Frankly they even did more than I expected. They worked constantly for the 4 hours they were on site and were very responsive to any request I made during the job. They were also very conscientious, making sure that branches were tied up and there was no damage to the fences, deck and sheds that were directly under the trees to be trimmed. Clean-up was thorough.
One minor point. They were not able to show up on the initially scheduled date. I understand that in this line of work you can run into jobs that take longer than expected, but they did not even call to let me know there was a problem until I called the office hours after they should have arrived. They then called back to re-schedule the work for the next day. The next day both the office and the crew chief called to confirm the second appointment 30 minutes before arriving. It was clear that they had listened to my complaint on the previous day and taken steps to make sure it didn't happen again.
To summarize, I am very pleased with their work and would definitely recommend this company to anyone who is looking for a professional quality tree trimming job that is reasonably priced.

and his colleague were friendly and helpful in talking us through what needed to be done and we chose their service based on their estimate which included free spraying and removal of ivy some time in May. We are still waiting for them to complete the job in accordance with the written estimate.

The guys doing the work were terrific and very thorough. We did not understand that the original deal was only for 4 hours (at $200/hr) so we discussed before they even started that we would need to purchase 2 additional hours. When it came time to settle up, they added $99. in tax on top of the deal (6 hours x 0.0825%). We were never informed there would be tax added on. We have never been asked to pay the tax on any Angie's deals for services before. This needs to be explained clearly in the deal, if that is going to be tacked on at the time of service. In the end, they didn't charge us because we were so adamant that this was not part of the deal.

. We agreed to pay $1775.00 in exchange for cutting and removal of one large maple tree, 5 pine trees, grinding 3 stumps and removing all wood, brush and debris associated from this work. On the same day we gave

began the work on June 4 at which time he requested his next payment so that he could "meet payroll". We paid another $575.00 at this time to keep the work in progress.

called a day or two prior to 6/11/15 to say that he would be back to finish the work, but needed additional money to keep the job going. I advised that we would not be home that day to give him a check but I could mail one to him. He asked if I could leave it in the mailbox for him. When I replied that we don't have a mailbox he suggested that I could leave it in the grill on our back deck to which I agreed. Expecting that he would be able to finish the job in a day, I unfortunately gave him a check for the remaining balance, $500.00 in good faith. This turned out to be a mistake as we never heard from him again and he never returned to complete the job. On June 26 I left him a voice mail message stating that if I did not hear from him by the end of the day with the date that he would be coming back to finish the job I would pursue any avenue available to me including reports to the BBB and Angie's list and up to taking him to small claims court if necessary to get remedy.

called me that night, and offered as a defense to his failure to show up or call to keep us updated that "he was doing me a favor" with this job since he is an acquaintance of my father and that "he isn't the kind of person who doesn't meet his commitments". I reminded him that this was a business transaction, not a favor - we told him what work we needed done, he bid on the job, we both agreed on the work to be done and the price. We paid the agreed upon price in full, yet the work remains undone until this day.

then told me a story about not being able to gain access to a stump grinder, I advised that they are available for rent in many places in the local area if he did not own one, but he bid on and accepted a job that included stump grinding so it is his responsibility to have the required equipment. I asked if he felt he would be able to get the job done by Tuesday, June 30 and he agreed. We have still not seen or heard from him and have now had to contract another person to complete the work. I have tried to make a report to the BBB however they cannot find an address to contact this business at. Although his advertising claims that he is "fully licensed and insured" I have been able to find no publicly available information confirming a license in either his name or in the name of the business.

I used his company because I wanted an arborist. I would have given him a "A" except for one thing. It is true that on the phone he said the word consultation and I said ok, thinking like nearly all business that if you hire them they put it towards the bill. This turned out not to be the case. He said he could do it the next day and I was in a hurry because of other yard word that had to be done. When he wrote out the invoice he put down the $75 consultation fee. While he was looking at the roots I went out and looked at his truck and there in big letters is says "free estimates". When I asked him about this, he said that I had agreed to a consultation and he would not remove the fee. Also, I did not realize until later that he gives a 5% senior fee and I clearly look like a senior and he never mentioned it. An estimate would have provided the same results. So beware with this company and choose your words carefully.
