It could be a whole host of different scenarios that would generate that result. It is nearly impossible to tell but I would say that most basement moisture problems are a result of bulk moisture intrusion or condensation issues.
Given the deep and hard winter this year, it could be a condensation issue that hadn't previously been shown.

I first called them out to investigate what I suspected to be a substantial problem back in January. Their inspector,
Fast forward to April and I had unrelated work going on. I had my landscaper trying to tie in our sump pump drain line into the leader out to the street from the gutter system instead of just leaving the water out in a shrub bed adjacent to our house. When we went to test the sump, we found it wasn't working.
Through Angies List (and a coincidental promotion they were running), I had United come out to replace the sump pump. I considered it an emergency when I called and they made it happen for the next day. When the gentleman first showed up, he refused a gratuity and informed me he was in fact the owner of the company. He gave me a tremendous education and explained very well how his company sets itself apart from others with the material selection, attention to detail, and knowledge of the "right things to do" to assure quality. He then encouraged me to take down that same ply-wood wall and then to talk to a bunch of different contractors and listen to what they say. He knew that I'd be back after hearing from others.
In June, I decided to take down the plywood wall and see what's really going on with my foundation. It was a little terrifying. There was a significant horizontal crack, some surface mold from trapped water, and a significant bulge. Even my architect was surprised by the extent. I had this independent architect determine the engineering needed to brace my rear foundation.
And then I called United. If their pricing was manageable, I was using them. And I did. The contracting went well. They gave me the discount I found from Valpak (or some other mailer service).
Of course these suggestions would have to be met by my architect, which they all were. Nothing he suggested changed the price; just the quality of the result. His crew came in first on a Saturday morning to pour the footings, then the following Tuesday to do the Beam installation. They brought most of the materials in through a small basement window to prevent making a mess through the house all day. At the end of the 10 hour workday, I had 5 steel beams anchored against and bracing my rear foundation. The work looked clean. He had to supplement with concrete a certain area that the slated steel supplemental beam wouldn't fit. Not only was I impressed, but the town building inspector was impressed when he came to review the work.
A week after the beams went up,
Clearly they knew what they were doing. They were well prepared. I was expecting this to be another 10 hour day, but they were gone in 7. They even brought their own microwave to heat up their lunches, rather than asking me (the homeowner).

I hope I never need they're services again, but if I do, I wouldn't hesitate to call them.
I contacted Mr. Foldenauer last year in August of 2014 through the Angie's list link. An automated system sent me an email reply stating "Someone will get back to you very soon."
Never heard from him or anybody else on his behalf. After waiting about two weeks, I called him up and spoke with him directly. He was courteous and took my contact information again---which he already had, as the confirmation email to my first contact verified. He stated that before the end of that week he would call me to set a definite time to meet, for he would be traveling to my area that Friday. Never, ever heard from him again.
I must remark that I speak with a strong accent, but he never showed any indication that he had any problem understanding me when I spoke directly with him.
Almost a year later, I initiated contact again through Angie's list in the same manner as stated above. I wanted to give him the benefit of a doubt considering his high rating in Angie's list. This time I got the following email:
Please call me to discuss a time we can meet. Thank You
Please respond to all messages within 2 business days to continue progress on your job.
I called him up and left him a message on his cell phone with all my contact information. Almost two months have gone by and I still have not heard from him.
Couldn't he have indicated that he was too busy, or that he didn't service my area, or whatever excuse he could have used to not let me just hang in there waiting in vain?
Pathetic way to run a business and a serious lack of professionalism, not to mention a lack of plain civil courtesy.
Drop clothes and plastic barriers were used to keep the mess at a minimum. Polite and Professional at all times.
I just wanted an estimate to get my issues resolved and they couldn't handle that. Oh well..... Will look elsewhere.
