Yes, but you won't like what will probably happen (this is a worst case scenario, hopefully you will avoid most):

The purpose for a building permit is to ensure meeting the minimum standards for construction practices and minimum safety standards.  A contractor who works without a permit, does so because they know they are not in compliance (and to save money at your expense).  They knew they should have had inspections and permits for their work.  Who ever built the addition should be reported to both the building official as well as the Better Business Bureau.  It is ultimately the homeowner who is responsible for ensuring the proper permits have been applied for, though.

So when you apply for your permit, you will be pretending as if the work is not completed (you do not hide this fact, you just have to follow the correct process as if it hadn't been built).  Your first stop will be with zoning; can you even add an addition, do you have the proper clearances from the side, front and rear property lines.  If it is a bedroom, does the septic system (perk test) support an additional bedroom.  If your building already meets or exceeds the amount of building allowed on the site or if you do not have the clearances required from the property line, your addition may be required to be removed.  There are appeal processes and variance requests you can try before tearing down the addition (Get an architect).

If your zoning review is fine, next you go to permitting.  Here you will submit plans (drawings) of what was built.  If you do not have these plans, consider hiring an Architect to generate As-Built drawings for this use.  Hopefully the plan review comes back with no changes, or you will alread know your addition is not in compliance and may face rebuilding.  Depending on the type of construction, your zoning and your local building requirements, you will be required to have inspections of your foundation / footings, the framing, the electrical, mechancial and HVAC systems, etc. affected by the work. 

This may require digging the ground back up so the inspector can confirm foundation depth, size and draingage requirements.  The interior wall finishes (gypsum board, panelling, etc) may have to be removed in some or all areas so the framing and electrical can be inspected (If one area fails, be prepared to pull all areas down).  At each inspection, if the work is found to be lacking, then you will have to correct the work before getting permission to use the room.  If there is an electrical or safety violation found, it is possible the Building Official could declare the entire property inhabitable until the offenses are corrected (IE you are homeless until it is fixed).

As you can see, you have to hope beyond belief that the builder constructed everything correctly and that the building officials will work with you to minimize the amount of deconstruction necessary to inspect the work.

Also, you will be charged all the fees associated with plan review and permitting, and you will be charged for each inspection visit (as your builder would have been charged initially had they followed the law).

As for value, here is the real concern:  If your home burns down or faces some similar disaster, your home owners insurance will balk at paying; they will blame the illegal construction as the cause.  As for the value of your building, not having a permit will make any buyer have a difficult time getting their own insurance, thus harder to sell.  The room itself will add value to your property, if it isn't a hazard (IE permitted). 

Also, taxes are based upon assessments, which use the land records.  Building without a permit, can be seen by local officials as an attempt to avoid paying property taxes, since the land records do not show the addition.  Until the official tax records reflect an accurate statement of your building, you may face fines, tax fees and other costs associated with the improvement depending upon how long it has been there unreported.

You may wish to contact a local, licensed Architect who works with the local building department.  They will know the personel, know which forms you need to fill out first and how to protect you from an overzealous Building Official (there are exceptions and options within the Code that the Building Official may forget or ignore that an Architect can request be used to prevent tear down or damage).  Next time you go to build get the Architect first to protect yourself from what this construction firm did to you.

Unfortunately this is not something you will easily resolve; and even if you were to win, the amount of time and funds spent will probably exceed the cost of the actual repair.

Each state has different rules on what "as-is" means, but almost all use the term when it comes to realestate sales.  At two years, you are facing a hurdle that any issue could be the result of new conditions, acceptable wear / settlement, etc.  Has there been any changes in the area? (New house built next door, new addition, earthquake, flooding, etc?)

While you may have been given a home warranty with the purchase (do check your sales paperwork to see if there is any warranty and what it covers for how long) the house is sold to you as-is; it is your responsibility to raise concerns prior to taking over the house, so going back two years later is a huge up hill batle.

The home inspector is also going to be found faultless, as their reports almost always have words like "consult with an expert. . ." after each report section and they have disclaimers for missed items, etc. I got certified as a home inspector and was surprised at just how little they actually require you to know to become an inspector. They are really just an extra pair of eyes to help inexpereinced home owners look where most people don't look or go.  You even mention that the repair work was well masked, so you didn't notice it until you began looking for it.  A good inspector might have caught it, but you won't win any court cases proving yours wasn't good enough.

The Seller will claim that any foundation issues were fixed and resolved, which is why they marked "No" on the foundation issue section.  They fixed it; so it was no longer an issue.  If it came back, that is a new issue.  You and I know this is bogus, but to win in court you have to prove intent; and the builder can easily show they thought it was fixed.  Or, they might even be able to claim they were unaware - the repairs were from the previous owner, and were hidden so well HE and YOU didn't notice them.

So the next step is to meet with your home insurance agent.  As I mentioned above, if there have been any enviromental changes (a new house next door could have changed the underground water table flow or pressures, for example) you may be covered.  Even if there are no issues, you still may have a policy that allows for major repairs to be covered after a certian cost threshold, etc.  You'd be surprised at what your home owners insurance covers - find out first; they might have in house or low cost engineers who will do the initial inspection, etc.  They also will provide advice on your home sale; if they think you have a case against the Seller.

Best of luck on this issue.  Make sure any solution you pay for solves the cause (Stress on the wall), and doesn't just fix the results (cracks).

"Like a sunroom" indicating the addition has yet to be built?  If it's just a remodel there are several remodeling contractors to choose from.  If you also need the addition built pick a general contractor with experience building new construction as well as additions.  If s/he provides a price before the plans and specifications are on paper drop them like a hot potato.  They don't know what they're doing.  Whether they have the ability to provide the plans and specifications first or they refer you to an architect you must have plans to properly bid a major remodel or addition.  It is also good practice anyway just to make sure both parties are on the same page and understand exactly what will be done.

Just a note about the "type" of contractors described in another answer.  The one's who do most or all of the work themselves are not very profitable without doing something illegal or cutting corners somewhere, if they finish the job.  The time a contractor spends on a job takes away from the office time needed to run a proper business and chase new leads to keep working after your job is finished.  There are honest people out there who do everything themselves and don't need to make much money in a year but they are few and far between, typically retired and so the work as a means to keep active and make a little side money.  Others try to do a couple of jobs at once and rob from the funds of one to help pay for the other.  They just aren't experienced enough and were probably sub-contractors who suddenly thought they could run the show.  I've seen it repeatedly.  They hit up the customer for more money due to their own budget planning or abandon the job because they aren't making any more money.  be leary of a contractor who does not either use an employed or sub-contracted crew, meaning they manage the project's quality, time, and money distribution.

FYI: CPVC and PEX are two different materials and installed differently.  PEX is not intended to be glued but instead has special crimp fittings.  PEX is a brand name of one product that is manufactured slightly differently by others as well so it is important that the same brand fittings are used to match the pipe material.

Mobile homes used CPVC for years and some still do.  It works fine but is not as strong as a properly soldered copper pipe system.  Is the contractor installing this new plumbing a licensed plumber?  I'd be surprised if he is since he's using CPVC and not PEX (or similar) or copper.  PEX pipe is even cheaper than CPVC when run by a knowledgable plumber.  It doesn't require nearly as many joints since it comes in rolls and can flex through spaces easily.

There are some groups raising a fuss about BPA and other chemicals found in plastics that don't like the use of CPVC, PVC, or PEX pipe.  I haven't seen the results of any lab tests to confirm or dispute their concerns.  As far as durability goes it's fairly safe as long as it's properly installed and secured.  It is not as susceptible to hard water damage as copper.  It absolutely must be insulated along it's entire length to protect it from contact to other materials as well as freezing.  Also, the fixtures in the house need to be grounded electrically since the pipe itself provides no electrical protection against accidental shock or electrocution.  In a copper plumbed house the system is grounded so static electricity, a short in a wire near a water line, or lightning strike will carry the current out through the pipe instead of through the water to you, ideally.

If it's installed correctly you should be fine but make sure the contractor knows what he is doing and follows the proper procedures to use CPVC pipe.

This company was recommended by family and friends. We found it was very difficult to get the project "moving along". He doesn't respond to emails very promptly. Numerous excuses were made such as his "wife was out of town and she handled the emails" or he had "a lot of projects going on at once". We said we could go with someone else if he was too busy for what we had in mind but he insisted on continuing. A clear plan was presented. He was quite professional. Based on our conversations, I had confidence in his skills. We didn't shop around for price comparisons, relying mainly on high praise of quality from family. The time table that was agreed upon took twice as long as stated. Project started with two men, (neither were the owner that we had met with) but went down to one within week or two. We often felt we were a lower-priority project, possibly due to our budget. Our toilet and faucet were incorrect...not the model I had picked out (I was asked to go to the big box store and choose what I like, then email him a photo and model number). The faucet was replaced with the correct one but not the toilet. I didn't insist on that, so it was not done. Small things were a surprise to us as they came up later: we opted to not have them paint, but do it ourselves. He did not tell us prior that meant WE were responsible to patch any nail holes created by them in the trim and fireplace surround. The drywall mudding and sanding was an awful ordeal that was never resolved to our satisfaction. We pointed out MULTIPLE sites that needed more mud or better sanding. We were told to just prime and paint and then they would fix after as it was "better to see" when painted. That meant more work and money for us to prime AND paint, in some places 2-3 times. He said he would come back to fix anything we weren't happy with, but after numerous times we were frustrated and gave up asking. we've also noticed very few nails were used to secure shoe molding and window trim...we needed to fix that ourselves after painting and hanging blinds. They practically fell off. I had to be very diligent and present when it came to the design...making sure each day we were still on the same page. We were very pleased with the companies he chose to have us work with for the flooring and fireplace. Overall we were thrilled with the outcome of the basement. However, I feel we could have had a better experience. All this said...we may still call him in the future for smaller home repair that we don't feel comfortable tackling ourselves, but nothing like our upcoming kitchen renovation.

After living in the house for 4 years, we are extremely disappointed in overall quality. Since closing in March of 2013, we've experienced a major rooftop deck leak that took approximately $5,000 to repair, including replacing substandard decking, a major leak in the master bathroom shower ($6,000 to repair) and other refits/repairs at thousands of dollars to make the home livable without constant 24/7 monitoring for systems failures. It's a beautiful house on the outside, but the craftsmanship/quality is mediocre to poor.

The initial work request was to air seal and fully insulate the two cantilevers in front of my home to prevent cold air drafts from appearing in the bedrooms and kitchen on the second floor. The job was not done to my satisfaction as I still have air drafts coming in the house.

First the good:

's subcontractors were some of the nicest, most trustworthy, and hardest working people I've ever met in residential construction. Especially his Concrete, electrical, plumbing, framing, flooring, siding and tile guys. Just top notch honest hard-working guys. Showed up when scheduled, got the work done, didn't mess around. Just great. We still admire their workmanship.
And now the bad:

and his "general" construction crew was where the real problems began. These guys handled demo, roofing, drywall, painting, kitchen cabinet install, and all the day-to-day crap. They were over-committed. One guy had his own general contracting business. So

's work came second on the schedule and it. was. infuriating. They went so far beyond schedule (several months) that they pushed up against a major surgery date I had and THENSOME. getting them to show up for solid day of work was near impossible. getting them out of my hair and providing a safe place to live while I recovered from surgery just didn't happen. hopped up on pain killers returning home from surgery, I tripped up the *incomplete* stairs to our house really hurt myself. Exactly what I was trying to avoid. But I digress. Here's what really happened:
We are both architects. We hired

to complete our remodel because we don't have enough architecture experience in residential work and probably know just enough to be dangerous. Partnering with a design/build professional made sense because it allowed us to spearhead a design intent and then lean on

for some marinated residential industry and construction knowledge to best execute our ideas. He knew this up front. He agreed to this teamwork relationship. we signed a contract defining his role as "project manager" with meeting minutes after each meeting, weekly invoicing and budget tracking, and a defined scope of services and budget estimate. He charged us 20%. TWENTY PERCENT of our budget to provide his highly refined project management and design consultation skills and set our expectations high. The other reason we were willing to pay for a little extra for exceptional construction and project management was because I was recovering from a grueling 6 months of cancer treatment.
Not once did we get meeting minutes. and in fact, the lack of communication and tracking of communication caused so many problems contractually, financially, and construction-wise that my husband set aside HOURS and HOURS of his own time compiling his OWN VERY DETAILED meeting minutes and sending it out to

after each conversation. After this was so clearly a role that was defined in his project.
Furthermore,

did not provide one assist in sketching or drawing the design even though this is required for the "design" half of a design/build service. We provided the initial drawings and pulled the permit ourselves because we are capable of doing this. But we expected a fluid relationship and drawings as a method of communication or construction or conflict resolution. Instead he kept pushing us to provide sketches. which we did. And then, when issues or stupid and careless construction mistakes happened, we heard one of the following excuses, "if it's not in the drawings, how am I supposed to know you didn't want two heating registers 24 inches away from each other? I didn't know you only wanted 1?" But when we pointed out details that we had so clearly drawn, he didn't brief his subs and they just installed whatever the heck they wanted to however the heck they wanted. i.e., he was only held to the drawings when it was in his favor, when it was clearly a miss on his part, he wasn't bound by the drawings.
I once walked into take a look at a new pair of 4x4 posts supporting a 4x12 beam in the kitchen and found that the posts were NOT BEARING on ANY structure below. Just resting on the floor and sub floor that was spanning between two joists. Had it not been for the fact that the flooring was cut back at the point, we would have never caught it.

was very embarrassed. they came up with a fix that I thought was acceptable. but I wasn't able to see the final product before they closed everything up, so I would be lying if I said I wasn't still a little nervous about it.
And then the invoicing.

does everything by hand. his math errors ran wild. If it weren't for me keeping VERY careful financials and tracking every penny and piece of scope on a master excel spreadsheet, we estimate that we would have overpaid him tens of thousands of dollars due to his math errors we kept catching. He would over charge, double charge, add wrong, or not track previous payments. He was very embarrassed that he could not give us the remainder of the contract amount that we owed because HE HAD NO IDEA what we owed, and tried to play it off. I was so frustrated that I had to back check all his work and basically do his job, that I was very reluctant to share my master spreadsheet with him of all the financials. We suspected he was having money problems because his subs indicated that he owed them money as an excuse for not showing up consistently. A day before he left for a european gettaway he asked for $20,000 on the spot with no invoice and no actual justification. He just wanted a "progress payment". I said, "why would we write you a 20K check without an invoice showing what it was that we were actually paying for? at a phase in the project where we are contractually entitled to hold back 5% retainage for work not yet completed?" He couldn't produce what the 5% retainage actually was or let us know what our remainder overall was and just stormed out of our house.
We eventually offered up all of our financial records to give him an opportunity to compare with his records, check our work, extend and olive branch, and reconcile his books so that we could all sit down and comb through what the remainder that we owed him was. He couldn't even do that. So in exasperation, we wrote up a completion agreement and deducted the work left to do from what we were able to determine we owed him and presented it as an option to cut him loose. He eagerly signed it, we cut him a check, and we never saw him again. We were left with a mountain of unfinished loose ends and work. Including an incomplete deck railing that almost caused our homeowner's insurance to lapse.
but the biggest issue we discovered recently (after letting

go almost 4 months ago) is that he ONLY had the electrical inspections with the city. but NONE of the OTHER REQUIRED inspections. I logged onto the DPD and there are 6 remaining framing, structural, setback, foundation, insulation, and final inspections required. We were expecting to schedule the final ourselves, but were completely blindsided by this incompetent mistake. We are in the process of negotiating with the DPD to just "Final" our project explaining that we had to basically fire our contractor at the end of the project. Not completing inspections can affect your ability to finance a property, insure a property, and thus sell our house one day. what a mess.
And then there was his painter son,

, who we stupidly hired who never finished HIS work and then completely dissapeared. But that's for a different review.
In summary: Though we are 85% happy with the final product the journey proved to be a very stressful, costly, and disheartening experience that we are STILL cleaning up months later. I've worked with dozens of contractors professionally and personally, and that's about as honest as I can be about the whole experience. I don't think

was out to intentionally scam us. I just think he's an incompetent disorganized mess that's gotten away with it all these years with clients that knew less about construction and construction contracts than we did.
