I would strongly suggest sending your neighbors a certified letter stating that, per your earlier conversation, you consider this tree to be a hazard due to its proximity to the power lines.  Then, when and if something bad does happen, you will have a record of having informed them of it and they won't be able to say "we didn't know."

You say the county has told you it is the neighbor's problem.  Did you contact the local electric company?  They should care very much about the situation.

I would also recommend taking lots of pictures showing the proximity of the tree to the wires and that it is obviously dead.

Dead trees do sometimes stay vertical for a very long time, but it sounds like a tense situation for you.  I understand your desire to not inflame the situation, but it doesn't sound like there is anything more you can do that won't have the potential to do so.  So it becomes your responsibility to look after your own interests in the most reasonable way possible.

For my money, never ? I do a walk-around yearly in the summer (when easy to work on and before the heavy fall winds in our area) and look for trees with dead crowns, losing branches everywhere but at the crown, brown branches (evergreens) or leafless branches, leaning trees, trees with visible rot, trees with major bark loss, trees with seriously damaged or eroded away roots, etc. If none of those symptoms, then I call our 100 or so trees good for the year.

Of course, the bigger the trees and the likelihood of house damageor powerline loss (especially in winter) if there is a major branch or tree fall comes into play also. I trim and cut my own trees when needed regardless of size, so my level of confidence in being able to handle anything comes into it.

If you are worried about one or more trees, call an arborist to check them out - then I would say unless there is evidence of damage - ESPECIALLY leaning trees or major branches not leafing like the rest of the tree - I would not worry having them looked at more frequently than every 10 years or so.

They emailed me an invoice and took checks by mail and credit cards over the phone. They were quick and courteous, I'll definitely give them my business again.

Will (Fallen Limb owner) arrived on time to give me the estimate. Since he had with a crew of four or five guys with him, he said he could do it right then, but that the job was worth $700. I remembered that's what he did the first time I hired him -- upcharging upon arrival. I said no, that I'd already gotten competitive estimates, and it was, at most, a $400 job, for which I'd already paid $199 to Angie's List. I said that maybe it would be worth a bit more if he did some pruning of a Maple and a Pear tree in front of the house. He agreed to an additional fee of $350 to do some of that pruning, but he'd need to use a new crane that he didn't have with him that day. He arranged to come back in "the next week or so," but wanted a $100 CASH deposit. [I've only dealt with two businesses that refuse to deal with credit cards or checks, and it makes me wonder about their business practices. I don't trust them.] When I didn't hear back from Will within a month or so, I sent him an email (through Angie's List, which got his attention) and reminded him that he still had work to do here, and he still had my $100 cash. He had his secretary immediately call me to schedule an appointment for the following week. They didn't show up for the appointment, and didn't call. By this time I finally decided that I've had enough of Fallen Limb Tree Service. I left him a message telling him so, and that I'd have a professional tree service do the work he said he'd do, and that I wanted him to return my deposit. Will, in turn, left me a voicemail that he'd have the deposit back to me by the next week. That was in

is very informal, easy going. He will show up when he says he will, but doesn't feel a need to strictly schedule everything. He can seem lackadaisical, but somehow everything gets done in reasonable time. His great advantages are honesty about what does not need to be done, and a genuine love of trees. He is very knowledgeable, sometimes getting into detailed explanations of the physiology and pathology of a problem. He seems to be a real scholar of trees, sometimes citing an article in a recent botanical journal regarding a problem. I am a physician myself, familiar with professional literature, and keeping up with it, and I think it would be difficult to fool me about scientific knowledge.
