"They arrived on schedule, and they sealed the driveway as prescribed in the deal. Unfortunately, it rained about fifteen minutes after the sealant had been applied," and I had to call them back a second time. They responded quickly to the call, but they were rushed when doing the second application and got sealant on parts of the house and garage door.

and Hardtop Paving was doing work down the street from our house and me and the wife was wanting to black top of driveway and get an area" cleared and black topped for parking so we called
. he came over the next day to measure the area and give an estimate. We agreed on a price and since he was still working on the driveway down the street he came over to start ours 2 days later. He and his guys did an excellent job clearing and smoothing the driveway first thing. The next day it rained so the work was put on hold until the rained stopped.
made sure to call and let me know that he would be by the as soon as the rain stopped. Well 2 days later once the rained stopped and the ground dried up,
and his crew were out there with a truck load of fill dirt spreading it on the driveway and a few days later the rocks. The complete job took a week and a half because of the rain but every time there was a delay,
always called to assure me that he would be out there as soon as the rain stopped. Like now, he's waiting until things dry up a little to fill in the low spots. They will not black top the driveway yet but they will very soon. I would also like to mention that because of the rain and soft ground (different part of my yard) my wife's car got stuck in the mud and Hardtop's crew helped me to get the car unstuck and out of the mud. They're a good crew and
is always willing to assist in any way he can. My yard has bad drainage so I will be calling Hardtop Paving to do a French drainage in the yard and maybe even a little pond in the front yard once it dries up since they also do yard work and drainages.

If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.

 

This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.

 

As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.

To overlay,with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.

 

Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.

 

If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.

 

Asphalt overlays over somewhat deteriorated concrete can work well,but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.

 

Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.

 

For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

came out in the evening to do an estimate on the job. He was very friendly and helpful. The quote was a great price right off the bat, so there was no negotiating required. The job was scheduled about 2 months out which was their first availability.
The job was originally scheduled for Monday morning, and we have a very anxious rescue pup so I scheduled off of work to stay home with the dog. Not that I necessarily expect them to remember, but I did mention this once or twice in saying that I needed a definite date for the work. They notified us Saturday that projects were running behind schedule and they would not be able to start Monday morning as intended, but would start on Tuesday; time unknown. On Tuesday they started shortly after lunch and worked until about 5:00. They were unable to work on the job Wednesday and wrapped up Thursday mid-day. For most people this minor delay wouldn't have been an issue, but with our situation with the dog it was slightly inconvenient.
Luckily, our patience paid off as the work done by

They showed up unannounced at 4:30 on a Sunday afternoon with no notice. I was expecting a phone call, but they never called. I had other things I had wanted to do that day, such as moving things across the driveway into the garage, but I was unable to now. They also trapped my car in the garage. They put on a very thin application of sealer. Within two days after they left, it didn’t even look like it had sealed. They said they had some problems at the office and they were trying to get everything done. They were very much unorganized. I would not use them again or recommend them to others.

They power washed the algae off the foundation after the completed the repairs. They managed to work around the fact that we share a driveway with the house next door. The other company we hired to do our snow plowing was not getting done fast enough so I hired them to help with that as well.

They preformed their work and did what they were supposed to. They did warn us that the driveway would be a little slick for a short while. It has been months and it is still slick. I have fallen three times since November. In the area I live in, it is not the type of sealant you want to put down.
