If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.

 

This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.

 

As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.

To overlay,with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.

 

Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.

 

If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.

 

Asphalt overlays over somewhat deteriorated concrete can work well,but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.

 

Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.

 

For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

Exceeded expectations. This is a father and son business (they actually do the work!), so they are totally invested in quality workmanship and customer satisfaction. As promised, it was a one day job. They safely and securely staged their equipment from flat bed trailers and trucks with roof mounted yellow flashers. Going right to work when they arrived at the promised time, they thoroughly prepped the old cracked driveway while waiting for the asphalt to arrive. The only non-family member of the crew has been with the company 12 years! The asphalt overlay was carefully laid and rolled, with the edges tapered and tamped by hand. The three worked diligently through the day with each knowing exactly what to do.
The final result is a fairly long beautiful smooth blacktop driveway. Everything was cleaned up before they departed, and they hung caution tape at the end of the driveway. Have received comments from neighbors about the quality of the finished product.
The Dawleys were a pleasure to work with, from the initial estimate through the final work day. Only problem was getting scheduled for the job--they were totally backed up this year with the bad weather, and we went through several dates that were postponed (they always gave me ample notice of the delays). However, they never cashed my check for half the estimate until the day the work was actually done. The schedule delays were worthwhile given the final product!

We purchased a Big Deal for this for $289. Given that our driveway sf was higher than the Deal allowed, we paid an additional $180 (that included some extra cleaning they had to do.)
The two workmen were professional and the company was responsive about scheduling and rescheduling due to weather.

It took a few rounds of phone tag to initially get someone out for an estimate and because we couldn't work out a time to meet it took a couple of rounds to finally get the estimates I was looking for, but I am glad I persisted.

transformed my 300+ foot pot hole and puddle filled gravel drive that had recently started erupting with vegetation down the middle into a tarmac you wouldn't be faulted for thinking was concrete at first glance. They also replaced my culvert pipe and regraded the apron when it meets the street. The crew showed up right on time 8am and went straight to work. They were pleasant and friendly and let me know how soon I could walk on surface and drive on new surface. They finished up before 9am. Driveway looks fantastic and surrounding areas were free of debris. This is our second time with AR. I have gotten other quotes and found their pricing to be quite competitive. I recommended them for our neighborhood beach driveway resurfacing and I highly recommend to anyone looking for this type of services.

was excellent with communication from the get-go. Their website says 24 hour quote and he did that and his quote was far better than others. From there, he was quick with emails (generally within 24 hours) and answered a lot of questions we had. I did have to check back in a couple of times to confirm the day or week they would be coming however.
They came the day he told me he would and got right to it. We were not home during the work however. The new driveway looks great however, I was disappointed by how they left things. The entire sidewalk in front of our driveway as well as part of the sidewalk in front of our grass is very dirty from the asphalt and work. I also have a little walkway from the driveway to our front porch that is cement and that was also dirty. They also got some of the trim on our siding dirty and there is very small damage to the trim around our garage. Our hose was in the way which they wrapped up and I believe they also needed to use the water for part of their work. While this is fine, I am missing the nozzle that went with the hose.
