That's very difficult to answer without seeing the house. As one poster said, the prep is the most important part. On newer homes that don't have a lot of peeling paint, the prep can be very minimal even as low as a couple or a few hundred dollars for the prep labor.

On a 100 year old home with 12 coats of peeling paint on it, then the prep costs can be very high and can easily exceed 50% of the job's labor cost.

A 2100 sq ft two story home could easily cost $1000 just for the labor to prep for the paint job. That number could climb too. Throw in lots of caullking  or window glazing, and you could be talking a couple or a few hundred dollars more for labor.

Painting that home with one coat of paint and a different color on the trim could run roughly $1000 or more just for labor. Add a second coat  and that could cost close to another $1000 for labor.

For paint, you may need 20 gallons of paint. You can pay from $30-$70 for a gallon of good quality exterior paint. The manufacturer of the paint should be specified in any painting contract. Otherwise, the contractor could bid at a Sherwin-Williams $60 per gallon paint and then paint the house with $35 Valspar and pocket the difference. $25 dollars per gallon times 20 gallons? That's a pretty penny too.

That was the long answer to your question. The short answer is $2000 to $4000 and up, depending upon the amount of prep, the number of coats, the amount of trim, and the paint used.

Hair spray is one of those things that is really bothersome.  We've run into this alot unfortunately.  And NOTHING we've found will actually clean it off.  The problem is that if you just paint over it, you still see shiny spots wherever the hairspray was.

Our companie's policy is to prime the area with any bonding primer.  This will seal the hairspray in and not let it affect the next coat of paint.  It would also be a good idea to lightly sand the area first.

Our recommendation for primer would be Zinsser's BIN Spray (red can) and can be bought at most paint stores or home improvement stores.  Other than that, any thing that specifically says "bonding" for a primer should be adequate enough.

This is a good question.  However, the question makes the assumption that there is a paint that covers everything in 1 coat, which I don't believe is the case.  My recommendation is Benjamin Moore's Aura.  Now the fine print.  Aura will cover very well because it dries to approximately twice the thickness of other paints.  However, Aura says it will cover any color in never more than 2 coats, but there are exceptions to that as well, including some deep reds.  The main thing is the color change.  If the color you are using is within the same family of colors, you have a chance, we've also had pretty good success of grey covering over tan in 1 coat, but if you're making a major color change, don't expect any paint to cover perfectly in 1 coat.

Some other 1 coat coverage paints you could use would be Sherwin Williams Duration, and Behr Ultra Premium Plus.

Remember, you not only have to remove the popcorn texture, but also redo the ceiling in some other texture.

Price will depend on several factors:

1) how much the contractor you choose hates removing popcorn or textured ceilings - some charge $1 or so/SF extra just because they hate it. There are even some who bid total drywall replacement cheaper than removing the popcorn, so you have to first find contractors who are happy to do that work, or your prices will be out of the realistic range

2) if the popcorn predates about 1990, then it could likely have asbestos in it, which doubles or triples the price, and in many cases uncapsulating it with a spray coating and then removing the drywall entirely is actually cheaper than all the protective measures necessary if it is scraped off. 

3) whether the popcorn is primarily gypsum and vermiculite (comes off REAL easy) or was the plaster of paris variety, which takes a fair amount of soaking to soften it enough to scrape off

4) what type of finish you are replacing it with - if a textured ceiling, slapcoat, knockdown finish or paneling, not real problem. If you want to go with a perfectly smooth ceiling (generally a bad idea as any variations in the drywall on a ceiling surface really shows up dramatically), then it will demand a lot of care in preparing the scraped surface, and a complete surface drywall compound skim coat to smooth out the scrapes and gouges from the removal process.

5) what underlying conditions are - if there is a lot of furniture to move around (should go to adjacent rooms) or cover and work around, high-quality rug or hardwood floor to super-protect or such, will drive cost up.

I have seen costs run from as low as $0.60/SF to $1.25/SF (for removal only). Generally, remove and recoat with a surface texture of some kind (anything but smooth) and paint will run you about $2.50-3.50/SF.

Now the bad news - if asbestos containing, can run from $5-10/SF. Many homeowners in that situation go the other legal route - have it encapsulated with an asbestos-rated sealant by an asbestos contractor, then paint it and leave it for the next homeowner to decide what to do about it. Some contractors encapsulate it and then put a 1/4" thick drywall layer over it - this usually looks like a disaster unless it has a VERY rough textured finish on it, because putting drywall sheet over a rough surface like popcorn invariably means a wavy surface commonly looks like a gently rolling ocean surface.

Without seeing the project I'm not sure exactly what is happening.  HOWEVER, I've never heard of someone "floating" over paint blisters - just logically that can't work.  If air or moisture are trapped (because that's what causes blisters) painting over them won't fix the initial problem.

I have a couple suggestions - My first would have been to contact the paint manufacturer - whether it's sherwin williams, benjamin moore, behr, etc. to see if they would send a rep out to give their recommendation.  We have done this before starting a project to get the best possible recommendation for work to be done and have found them to be very helpful in diagnosing what is currently going on and the best way to fix it.

If that doesn't work, I would call either the better business bureau or maybe the local paper if your contractor isn't willing to work through the problem with you.  Also, If your contractor warrantied the work I might re-read that to see what they cover if anything.  

My guess is that there will have to be some sort of dispute resolution process.

Regarding the "F" rating from Nov. of this year. I had a very similar experience.
After setting a start date with Will in the summer of 2012, who was very flexible and very responsive, the lead was supposed to meet with me to go over everything. Agreeing to start on that date when the lead called me, I made it clear I had taken the day off to meet with him. That morning, I waited around and finally called the lead to see where he and the guy who was to do the power-washing were. He told me he was home sick and would call the power-washer. He seemed surprised that I called. I don't think he remembered at all that we had "a date". The power-washer showed up and was super friendly and quick. He was the ONLY competent, concerned, professional worker I encountered the whole time.
On day two, I came home from work at 3:30 and there was one person there taping up the windows, gutters, etc. The problem was that he did it all wrong. This is why the lead should've met with me. The contract specified how everything was to be painted (downspouts house-colored, sides of window frames painted trim color, not house color, etc.). When I tried to talk to the guy, he spoke little English, so I just let him go about his business knowing someone would have to fix it. I left the owner a message about what had happened so far and told him I didn't have much confidence that this was going to go well. The owner didn't call me, but the lead called and agreed to come out before I left for work the next morning. He did so, and when I told him the contract said which paint colors were to go where, etc., he said that the paperwork was faxed and it was small writing. Again, not very confidence-inspiring.
On day three, I got home at 3:30 and there was nobody there and all the plastic was gone. Apparently they were done with the body of the house. So, in 8 hours they applied two coats of paint, back-rolling the first coat? When my husband came home, we walked around the house and noticed they didn't do any prep work. Holes, etc. And if we didn't move it, it got sprayed with paint. E.g., they sprayed the string that's on our gate so you can open it from the outside, so that it was stuck to the house. When we pulled it off, paint came with it. My husband called either the lead or the owner, I don't know which, and they agreed we would put blue painter's tape on the spots of concern.
On day four, apparently the crew showed up and freaked out because of all the tape. They called the owner, who must've come out, seen it, and sent them home.
On day five we came home and there was a crew repairing the holes, painting the trim, etc. The guy who power washed the house was there and was super nice. He apparently took over as lead. We were pleased and gave him a check. Over the weekend as the paint dried, we realized we could see EVERY patch they repaired (all over the house), so on Monday I stopped the check and called the owner. He went out to look and again agreed with me. He did seem honest in admitting when things didn't look right, but I am not sure how honest it is to have workers try to get away with bare-bones in the first place. Seems like it must've costed him more in the long run. That day someone came out and re-rolled all the boards and we were satisfied. Still a really bad job due to no prep work, etc. I was sure we would require warranty work (see "bad job" above). Sure enough, we noticed bubbling within two months. More bubbling on the entire back of the house the following summer, and paint beginning to peel on the soffits on all sides of the house.
I almost didn't contact the company because of the terrible experience I had already had, and the terrible product. But I mistakenly assumed they'd want to send their A-team to fix an already unhappy customer's paint job. In late May of this year I emailed the company and Will came out around June 5th. He took pictures and agreed the warranty would cover it. We agreed to touch base after

4th, as I told him that the bubbling was most noticeable in the heat of the summer. I contacted the company about a week after

4th, and although continuing to respond to my emails and telling me I was at the top of their list, they didn't get someone out until mid-August. The painter came out on a Sat. at my request so I could show him everything. I must've told him three times that I needed him, as the expert, to walk around the house and look at everthing, as I couldn't possibly point out everything, especially on the soffits which are way over head. He said he'd come out Monday afternoon. I thought, "afternoon? Ok, maybe he's just going to do some prep for the next day". He didn't call or show. The next morning, the office person emailed me to say she got a message from him that our warranty work was complete. I was nervous. In a couple hours? Scraping, sanding, priming, two coats of paint? When I got home I was utterly speechless. He had cut out the bubbles and brushed some paint over them. So you could see right through it. And feel it. No sanding, etc. And he missed three bubbles. The only area on the soffit he addressed was the one I pointed out AS AN EXAMPLE. And he didn't sand it, he just put paint over where bare wood was showing through. I emailed the office person, and at about 5:30 at night, when we were literally putting food on our plates for dinner, there was a knock at the door and it was the painter. Without calling first. He said something about it just being primer, but why was it the color of our paint? I pointed out the bubbles he missed and repeated that I needed him to check all the soffits and fix as needed. We ended up going to our basement to wind down for the night and he eventually left.
The next afternoon I looked at his work. He didn't fix the bubbles I had literally put my hand on to point them out. He didn't address the cracking paint on the soffits, except, again, the second place I pointed out AS AN EXAMPLE. The bubbles he did fix were sanded smooth, but he must've only used one coat of paint, because you could see the repairs. I emailed the office. She was understanding and said they would get someone else and the owner would come out. He did, and again agreed it wasn't right and he'd get someone else. I told him I did not want to talk to another of these guys because they are not listening to me anyway, and we agreed he would meet the next painter at my house and come back to inspect after the painter was done. Days go by, nothing. I email. They are trying to find someone. Days go by. I email. Someone quit. Days go by. I email. They tell me I'm at the top of the list, but if I am, does that mean nobody is getting their house painted?
I had given up and written them off, when a painter called on a very cold Thursday in November at 4pm and left a message that he was going to fix my warranty work the next day. It had been about 30 degrees overnight and 41 degrees during the day. I called the paint company where I got my paint and they were concerned about touch up work being done in this temp. Also, I sort of expected the owner to call me to say he was meeting the painter at my house as agreed and to reassure me. I called the painter back and asked him about the weather. He wasn't very convincing about it being appropriate to paint at that temp. I asked him if Will was meeting him at my house to show him everything. He didn't know anything about that. I left the owner a message that I would fix it myself and that was the last contact I have had.
It appears Will does not employ painters. He NEVER told me there would be subcontractors, nor is it in the contract. Also, he NEVER returned any of my emails to him during the warranty phase. His office person read his emails and responded. He NEVER called me back during the warranty phase except when I called the Certpro corp. and they left a message for him telling him to call me. Remember, this is a franchise. I sent a certified letter to him and got NO response. When I emailed and asked if anyone had read my letter, the office person responded that she had. She didn't even try to tell me that the owner had. When I mentioned it in passing to him once (during the phone conversation we had when The Corp told him to call me), he clearly had no idea what I was talking about.
I do believe Will is a nice guy, maybe too nice to own a business, and wants to do a good job. But I think he is fooling himself that he can hire subpar subcontractors and continue a quality business. The product is bad and I would've GLADLY paid more for quality work/painters.
They will probably respond to this and rightly tell you that they have a string of emails replying to me and telling me they intend to fix the issue, but emails aren't a fixed paint job. And they will tell you they had someone ready to come out (see above, cold Thurs in Nov), but I would be afraid to have them back. To quote the review before mine, "instead of insisting that they keep trying to get it right, it seemed best to just stop because it was clear they wouldn't be able to get it right".

Sometimes a problem brings out the best in a vendor. That
was certainly our experience with
Seattle Exterior Painters Provider Name Locked
but first a little
background:
We needed to have our house repainted, especially the cedar
shakes that made up a good portion of our siding. We also needed the trim
repainted but we didn’t know if we needed the HardiePlank repainted. Thus we
needed a firm that would give us a clear set of price quotes for each of the
options. We contacted 3 firms, one who had worked with us before and 2 others
that were top-rated through Angie’s List. Excel, well, excelled in giving us
the comparative numbers we needed (we opted do not do the HardiePlank and I’ll
have more to say about that later). Not only that, but despite their “high end”
image, their quotes were absolutely competitive with the others. We decided to
go with them and one of the reasons is their policy of assigning a team to a
house and keep them there until they’re done. Thus our job took a couple days
while our neighbor, who was having his house painted at the same time, had to
wait almost a month for his team to finish as they were always being called
away to other jobs.
The guys were great and were very thoughtful checking in
with our neighbors whenever they needed access to their property when they had
an awkward angle with a ladder, etc. Then the problem popped up.
They were on the home stretch on Thursday (the last day of
three) to finish up but we had some rain earlier in the week, unusual for late

, and we were concerned. However, the lead painter pushed on, as he was
leaving town the next day to attend a wedding and wanted to finish, though the
rain was getting worse. We had noted some spatter developing because of the
rain but he assured us that he’d come back the next Monday and fix anything
that needed touching up. We were nervous about his painting in the rain but he
said he’d fix any problems. At this point we wrote the owner and the operations
manager, voicing our concerns as well as a list of some of the problem areas
and we had quick responses from them.
The next day another crew member from Excel stopped by to
pick up some of the paint equipment and he was not happy seeing the amount of
splatter and drip that was on the house (now that the rain had stopped we had
also noted a lot more paint drips than we had seen earlier). He called the
operations manager who arrived soon after and was appalled and upset by what he
saw. Early the next week a new crew was there and spent a full day redoing much
of the paint. Since some of the splatter from the cedar shakes had landed on
some of the HardiePlank below, they also painted two whole sides of our house
that had HardiePlank, no charge. The care they took to get the job done right
was most impressive. And if that wasn’t enough, they gave us a jaw-dropping
discount off the original price.
All this goes to testify to what a high-quality company this
is and to one of the reasons I like Angie’s List: Vendors who depend on good
ratings from Angie’s List members will bend over backwards to make sure you’re
happy at the end of the process. And we sure are!
