"We originally chose this company because of their honest bidding on our renovations. Little did we know that we picked a top notch . They" recognized our budget and came through on target. , the owner, recognized project deadlines and ensured that that they were completed as promised. Staff is friendly, professional and respectful. staff is knowledgeable, talented and well connected in the community. Daily communication. I ’t think a day went by when our contractor was not on site. They took care of all coordination of licensed professionals and city permits. Projects included taking a 1927 tiny and dilapidated bathroom, expanded it and re-created it to its original splendor. They were skillful enough to create a linen closet that looks of the 1920’s era. They were able to create walls where there were none. They were able to relocate attic access to another location. Their skills were equally impressive in the kitchen. It was deplorable. It is now exquisite, flawless. They created an overhang/carport which looks beautiful and authentic to the house. Also smaller projects such as texturize and paint walls. We could not be more happy with the finished products. They take care of every little aspect of home renovation. When work was finished at the end of each day, they thoroughly cleaned up after themselves removing all debris. You will definitely want to call this company. I am entrusting them to do a major remodel of the exterior next, They are re-stuccoing the entire house. I am that confident in them. They also offer choices of exterior landscaping.

For this type of job, you need plans and specs from an Architectural/Engineering firm before thinking about contractors - and to get a building permit. Ben's method would work and done incrementally could cost well over $100,000 plus as he says, but this not really the most economic way to approach this big a job. A House Mover or Foundation Underpinning specialty company can usually slide your house onto a whole new foundation, or jack it up on steel beams and hold it there while a basement is dug underneath it, without any intermediate piers. The jacking/move cost would probably be on the order of $30-40,000, and a new basement probably about $40-50,000 - rough ballpark, though I have been involved in some 1000-1500SF single story jobs that went for under $70,000 total. I have been involved in a fair number of these type jobs - and the way the numbers come out, if there is room on the property to move the house, it is almost always nearly as cheap or cheaper to build an equivalent square footage (basement plus ground level) addition rather than add a basement under the house, and that way your new footage is half above ground so worth more on resale, plus you do not lose use of the house for a month or two. Second cheapest is usually sliding house to a new foundation, if property is large enough to do this - though house is totally cut off from utilities for a week to three. Most expensive, and usually only done in tight city environments or with full 2 story or higher houses, is adding the foundation in place, though your utility interruptions should be on the order of hours at a time rather than days or weeks. Talk to an architect - I think you will quickly lean towards the addition option rather than adding a basement - it is just too expensive to deepen foundations in most cases, plus you WILL get cracking in the house and possible water and sewer pipe problems in a move/underpinning job, which is not the case with an addition. This become more likely the case since you want to add 8 feet off the back of the home anyway - so why not just enlarge the addition and do it all that way - MUCH simpler, and MUCH less disruption of your life, and you get much higher resale return on your investment.

Yes, but you won't like what will probably happen (this is a worst case scenario, hopefully you will avoid most):

The purpose for a building permit is to ensure meeting the minimum standards for construction practices and minimum safety standards.  A contractor who works without a permit, does so because they know they are not in compliance (and to save money at your expense).  They knew they should have had inspections and permits for their work.  Who ever built the addition should be reported to both the building official as well as the Better Business Bureau.  It is ultimately the homeowner who is responsible for ensuring the proper permits have been applied for, though.

So when you apply for your permit, you will be pretending as if the work is not completed (you do not hide this fact, you just have to follow the correct process as if it hadn't been built).  Your first stop will be with zoning; can you even add an addition, do you have the proper clearances from the side, front and rear property lines.  If it is a bedroom, does the septic system (perk test) support an additional bedroom.  If your building already meets or exceeds the amount of building allowed on the site or if you do not have the clearances required from the property line, your addition may be required to be removed.  There are appeal processes and variance requests you can try before tearing down the addition (Get an architect).

If your zoning review is fine, next you go to permitting.  Here you will submit plans (drawings) of what was built.  If you do not have these plans, consider hiring an Architect to generate As-Built drawings for this use.  Hopefully the plan review comes back with no changes, or you will alread know your addition is not in compliance and may face rebuilding.  Depending on the type of construction, your zoning and your local building requirements, you will be required to have inspections of your foundation / footings, the framing, the electrical, mechancial and HVAC systems, etc. affected by the work. 

This may require digging the ground back up so the inspector can confirm foundation depth, size and draingage requirements.  The interior wall finishes (gypsum board, panelling, etc) may have to be removed in some or all areas so the framing and electrical can be inspected (If one area fails, be prepared to pull all areas down).  At each inspection, if the work is found to be lacking, then you will have to correct the work before getting permission to use the room.  If there is an electrical or safety violation found, it is possible the Building Official could declare the entire property inhabitable until the offenses are corrected (IE you are homeless until it is fixed).

As you can see, you have to hope beyond belief that the builder constructed everything correctly and that the building officials will work with you to minimize the amount of deconstruction necessary to inspect the work.

Also, you will be charged all the fees associated with plan review and permitting, and you will be charged for each inspection visit (as your builder would have been charged initially had they followed the law).

As for value, here is the real concern:  If your home burns down or faces some similar disaster, your home owners insurance will balk at paying; they will blame the illegal construction as the cause.  As for the value of your building, not having a permit will make any buyer have a difficult time getting their own insurance, thus harder to sell.  The room itself will add value to your property, if it isn't a hazard (IE permitted). 

Also, taxes are based upon assessments, which use the land records.  Building without a permit, can be seen by local officials as an attempt to avoid paying property taxes, since the land records do not show the addition.  Until the official tax records reflect an accurate statement of your building, you may face fines, tax fees and other costs associated with the improvement depending upon how long it has been there unreported.

You may wish to contact a local, licensed Architect who works with the local building department.  They will know the personel, know which forms you need to fill out first and how to protect you from an overzealous Building Official (there are exceptions and options within the Code that the Building Official may forget or ignore that an Architect can request be used to prevent tear down or damage).  Next time you go to build get the Architect first to protect yourself from what this construction firm did to you.

Unfortunately this is not something you will easily resolve; and even if you were to win, the amount of time and funds spent will probably exceed the cost of the actual repair.

Each state has different rules on what "as-is" means, but almost all use the term when it comes to realestate sales.  At two years, you are facing a hurdle that any issue could be the result of new conditions, acceptable wear / settlement, etc.  Has there been any changes in the area? (New house built next door, new addition, earthquake, flooding, etc?)

While you may have been given a home warranty with the purchase (do check your sales paperwork to see if there is any warranty and what it covers for how long) the house is sold to you as-is; it is your responsibility to raise concerns prior to taking over the house, so going back two years later is a huge up hill batle.

The home inspector is also going to be found faultless, as their reports almost always have words like "consult with an expert. . ." after each report section and they have disclaimers for missed items, etc. I got certified as a home inspector and was surprised at just how little they actually require you to know to become an inspector. They are really just an extra pair of eyes to help inexpereinced home owners look where most people don't look or go.  You even mention that the repair work was well masked, so you didn't notice it until you began looking for it.  A good inspector might have caught it, but you won't win any court cases proving yours wasn't good enough.

The Seller will claim that any foundation issues were fixed and resolved, which is why they marked "No" on the foundation issue section.  They fixed it; so it was no longer an issue.  If it came back, that is a new issue.  You and I know this is bogus, but to win in court you have to prove intent; and the builder can easily show they thought it was fixed.  Or, they might even be able to claim they were unaware - the repairs were from the previous owner, and were hidden so well HE and YOU didn't notice them.

So the next step is to meet with your home insurance agent.  As I mentioned above, if there have been any enviromental changes (a new house next door could have changed the underground water table flow or pressures, for example) you may be covered.  Even if there are no issues, you still may have a policy that allows for major repairs to be covered after a certian cost threshold, etc.  You'd be surprised at what your home owners insurance covers - find out first; they might have in house or low cost engineers who will do the initial inspection, etc.  They also will provide advice on your home sale; if they think you have a case against the Seller.

Best of luck on this issue.  Make sure any solution you pay for solves the cause (Stress on the wall), and doesn't just fix the results (cracks).

"Like a sunroom" indicating the addition has yet to be built?  If it's just a remodel there are several remodeling contractors to choose from.  If you also need the addition built pick a general contractor with experience building new construction as well as additions.  If s/he provides a price before the plans and specifications are on paper drop them like a hot potato.  They don't know what they're doing.  Whether they have the ability to provide the plans and specifications first or they refer you to an architect you must have plans to properly bid a major remodel or addition.  It is also good practice anyway just to make sure both parties are on the same page and understand exactly what will be done.

Just a note about the "type" of contractors described in another answer.  The one's who do most or all of the work themselves are not very profitable without doing something illegal or cutting corners somewhere, if they finish the job.  The time a contractor spends on a job takes away from the office time needed to run a proper business and chase new leads to keep working after your job is finished.  There are honest people out there who do everything themselves and don't need to make much money in a year but they are few and far between, typically retired and so the work as a means to keep active and make a little side money.  Others try to do a couple of jobs at once and rob from the funds of one to help pay for the other.  They just aren't experienced enough and were probably sub-contractors who suddenly thought they could run the show.  I've seen it repeatedly.  They hit up the customer for more money due to their own budget planning or abandon the job because they aren't making any more money.  be leary of a contractor who does not either use an employed or sub-contracted crew, meaning they manage the project's quality, time, and money distribution.

It isn't often that any project hits the perfect balance of renovation
and adherence to the original concepts as did West Star Contractors with
the duplex which has been in my family for 65 years. The expansion of
the upstairs unit of what had been 2 bedrooms and 1 bath to 2 bedrooms, a
den and 2 baths was accomplished ...More with the aesthetic outline of the
structure remaining very much the same. Major systems including
electrical, plumbing and even part of the foundation needed upgrading,
all of which were done and done well. Outside walkways, stairways and
landscaping joined the rejuvenation of the interior changes in fixtures,
cabinets and lighting to produce a superb result making the old
homestead once again a source of pride and a polished legacy from one
generation to mine and others to follow. It would not be possible for me
to recommend more highly West Star Contractors.

The good thing is they answered the phone and actually followed through with an appointment. Which leads to the other part of the review...
Though I tried my best to keep the secretary on the phone long enough to explain to her our project status and what we're looking for, it appears that effort was in vain. (the ...More secretary) was itching to get off the phone during our initial phone call, though I wanted to explain that we are primarily looking for a bid for the labor piece of our project since we are working with a designer in material selection and everything else. So she scheduled Ed, a "senior designer", to come to our home later in the week. She even called an hour prior to confirm the appointment.
Ed calls himself a "designer/estimator", so I'm not sure who has the correct title, but Ed made it abundantly clear from the moment he stepped into our home and saw our proposed floorplan from our independent designer that he was ticked off. He was not happy he had to be there. I'm not sure if it was because he didn't think we had enough money to go through with our approx 100k in total project on an approximately million-dollar home because we are young enough to be his children and we wear , or because he thought it was a waste of time for him to be involved in a project where he wasn't the primary and sole designer. He pointed out very early that he didn't think his company would be a good fit for our project, but yet he stayed in our house and kept going on and on about minor details in our (preliminary) design that he didn't like. He was very proud of the fact that he's been doing this for 30 years, and he reminded us of that fact multiple times during our conversation just in case we had forgotten it from 10 minutes prior.
In short, he was condescending, rude, untactful to say the least, and certainly not doing very well selling his company's services. Finally, nearly an hour into the visit, when he listened long enough to discover that we were not necessarily against taking our independently developed design and having a one-stop design-build shop like his take over, he actually mentioned that they would love our business--though non-verbally all else indicated otherwise. At one point, Ed asked if we had talked to any "real" contractors about the job--how much more condescending can you get? I mean, if you nicely want to explain why you think you're the best person for the job and why we should choose you, we very well may do that!
He said he would get back to us with a proposal within the week. We never heard from him again. SIX weeks later we got an email from the secretary asking if we still needed them... ?
In the end, we happily took our 100k+ elsewhere. Ed seemed surprised to learn that we originally found our independent designer on Yelp, as if it is preposterous to use the internet to find home services online--I know that wasn't done 30 years ago when he started his "career". I hope this review will help shed some light on the business practices, processes, and overall attitudes at this company for anyone considering doing business with them. My impression from our consultation is that this company would be a great fit for the presumptuous, snooty, and rich.

From the moment I called I was impressed with their customer service. I was dealing with a plumbing leak coming from a neighbor’s condo unit above my unit. It was an especially stressful situation as my condo is a rental property and I live out of state. set up an appointment right away and coordinated ...More to have a plumber meet at the property at the same time as the estimator. I appreciated her email confirmations and updates on who would be meeting me at the property. Lan was the estimator who was extremely knowledgeable and efficient. She was able to get , the project manager, over to the unit that afternoon to discuss scheduling and emailed me the written estimate within a few hours of our appointment. got that I was concerned about inconveniencing my tenant and that I wanted the job completed as quickly as possible. He was able to start the project within a few days and finish it quickly. was a dream to work with throughout the process. His communication was excellent. Anytime I called or texted him he either answered his phone immediately or got back to me within minutes. He was so on top of the project at all times. Any small outstanding issues after the job was completed were resolved quickly and to my satisfaction. was helpful with the final billing.
In summary, all of the employees of demonstrated an incredibly high level of responsiveness, professionalism, attention to detail and thoroughness. I felt the quality of work was high and their pricing was fair. I so highly recommend this company!

built our dream dining room. We live in an in the Tierrasanta area of San CA and have a small back yard with not much room for expansion, so we were thinking a rectangular room large enough for a table for twelve. at designed a gorgeous, ...More perfectly sized dining room with a vaulted ceiling and two push-out windows. In addition to the dining room, also added two arches to our existing living area, built beautiful cabinets in our original small dining area, replaced our flooring and redesigned our fireplace. The result is an updated living space with character! Every member of the team - designers, demolition crew, framers, carpenters, painters, etc. - was professional, personable, polite and patient. Having heard stories about the earthiness of construction crews we were especially pleased that we never heard a "bad" word. It was apparent that each worker believe in a job well done. Project manager kept the process moving along and updated us daily, usually in person, so we knew what to expect next. , a new member of the team, helped us pull our material selections together so they all "work together". We are 100% pleased with our new living space! When we are ready for additional home improvement we will be calling .

This company is all about details and perfection. Quality listed B is only because the remodelling is not yet completed but I want to share reviews with others who may be looking for a dependable contractor. My husband and I had several bids for a total remodelling job (kitchen ,masterbath, everything including the stairways. ) ...More is not the cheapest but they are certainly affordable for their expert advice on things such as building permits and design suggestions. We were closing on deciding another contractor ,This is a major decision for us which required lengthy discussions and budget counting but , with his confidence and assurance changed our minds on the spot. He is very on the ball , he took us wood floor hunting on the day itself after meeting us. All we needed to do was show him a sample wood floor colour and he knew what we were looking for. Work has started for just a week (demolishing and wall patch and paint ) but 's guys are amazing. The team cleans up really well after demo , good communications between the guys and the team supervisor. The kitchen remodel design was presented to us in a 3D graphics, this really help as its hard to visualize! Along with the design planning gives advices through their years of experience . Things such as position of lighting in the bathroom mirrors to not accentuate eye bags , bath tub heights consideration for age groups etc . works in within the budget given, plenty of options for materials and stuff as they have wide network whom they regularly work with. We have done most of material purchases together with the project supervisor and they don't get a cut from materials, they cost the same to them as to us. don't nickel and dime , in fact his company is pretty flexible and generous. We found through my husband's office review network (Qualcomm) and these guys came highly recommended . Choosing them for our house remodelling project was definitely the best decision made for us in our house project. We just wished for them the past reviewers in the office forum is linked to Angie's too ! These guys goes the extra mile and more for sure. Our house remodel isn't complete yet (been just 1week) these guys aren't wasting anyone's time that's why they deserve my review right up !

My contractor was exceptional. He first dazzled my neighborhood by completing my room addition in less than three and a half months. He and his workers arrived early in the morning and worked until late. They were careful of my dog, and daily cleanup was aways a priority. and I discussed the budget ...More before work was started and followed it carefully. Any upgrades and extras were approved by me and always knew where to get the best prices. is meticulous and creative in problem solving. He took the plans of my architect and enhanced and improved them. As and his workers were building the room, various existing house problems revealed themselves. either fixed them himself, because he is knowledgeable in all the trades, or he had one of his professionals come in and take care of the problem.
When was building my room addition, there were so many neighbors flocking around my house to watch his work that I put up a "I love my Contractor!" sign with his telephone number on it! Even the city inspectors who came periodically to the property were impressed by his work! It was so wonderful having him around because he could fix anything; he and his workers do outstanding work.
I was so pleased with ’s work that four of my friends used and his company the following year. He did a complete top to bottom house remodel for one friend; an entire first floor-- including the kitchen and laundry room-- remodel for another; a master bedroom suite remodel for a third friend, and a high end kitchen remodel for the fourth.
One of these friends was newly widowed; was very careful to listen to her and to build exactly what she wanted. She was most grateful for all his extra attention and efforts in building her a spectacular "Home and Garden" kitchen. All these neighbors and friends are most grateful for my recommendation of !
came back last summer to remodel my master bathroom. He did a beautiful job building the cabinets and installing a beautifully designed tile floor and shower. He also pushed out the bathroom wall, and put in a vanity. When I am taking a tub or a shower, I feel like I am in an expensive hotel! I am very happy with his work.
