It really depends on where you are and the type of work.  In Texas most home inspectors are only trained in general areas of interest and have no detailed knowledge of construction practices.  Some do after having carrerrs in other fields including engineering or as general contractors/home builders.  If you are wondering if a completed job was done in a professional manner appearance wise and have minor concerns an inspector can help you.  If it is more extensive hire professionals from the different fields to inspect the respective work.  Plumber for the plumbing, electrician for electrical, etc.  An experienced GC or inspector can do an initial inspection and advise you whether you should have the concerns further investigated by the trades.  Remember, they can't tell much about what they can't see so framing and insulation concerns will be hard to verify.

It's a little unusual to do this except in cases of fixer-upper properties but you should call a local general contractor with experience renovating/remodeling homes in the neighborhood.  They'll know the typical problems with the homes there and what to look out & budget for.  For example, here in San Antonio many of the homes built in the mid-fifties to 60's have lead drains that were not put in properly or were installed in such a way that repairs are not quick or cheap.  Many homes even older have the same drains but seem to be less hassle to repair.  Homes in my neighborhood have a problem with improper supply lines (wrong type of copper) which break due to corrosion.  Just make sure the contractor you hire to go over the property with you has done significant work on homes in the area on similar homes.

Are the heat pumps commercial or residential units?
Are the heat pumps Package or Split System?
Are there actually 33 PTAC units?
Are you an EPA certified person( refrigerant )?

Here is my suggestion, break it down into manageable portions(ie one heat pump and a few PTAC units every other month) to keep from being overloaded.  
Clean/Replace filters
Check/inspect electrical wiring and connections
Check amperage draw of compressors/motors 
Check capacitance of start and run capacitors
Check contractors/relays for wear/pitting
Check refrigerant levels and record superheated/subcooling
Check external static pressures across air handler(s)
Check deltaT (return and supply air temps) 
Lubricate motors( if applicable)
Inspect Belts/Pulleys( if applicable)
Clean outdoor coils
Clean indoor coils

Start there and HAVE FUN!!!

The initial inspection went fine (so we thought). Based on the inspector's analysis of the reason for some water damage evidence in the crawlspace (water coming in from outside due to poor sealing), we negotiated for the crawlspace to be sealed better as part of our offer. However, after the contracted work was completed by the contractor we had ...More chosen, came back out for a re-inspection. We had the same inspector for both inspections. During the re-inspection, the work on the house wasn't 100% complete yet, but the inspector was leaving for vacation later that day, so he just talked to the supervisor on site and poked around a bit, but didn't do a thorough re-inspection of the work. Granted, we should have insisted on this and/or requested they send a different inspector, but we trusted him. To his credit, he was honest and open about his reservations but said overall everything was fine under the house except for getting it sealed off better for prevention purposes.
After we closed on the house, we had a few projects that we had a couple different contractors come out for. The contractors (which included plumbers) consistently said that there were several heavy leaks in the plumbing under the house that were leaking into the crawlspace. One of these leaks was very serious and causing a significant amount of water to be in the crawlspace. We also were informed that the leaks were not new and were not something that should have been missed in a home inspection. We were shown all the leaking areas and they were very obvious and right in the direct route through the crawlspace. So, it seems unlikely he would have missed them had he been paying attention. While having an "off day", is a bit understandable, what happened next made us re-think our decision to use this company.
We called the company and expressed our concerns and asked for our money back. They said they would need to send out the inspector again to verify. However, they insisted on sending out the same one that did the first two inspections, so of course he was going to try to save his own butt. We went with him under the house and showed him where the leaks were and he claimed that these were "new leaks" and that therefore he wouldn't have seen them in the home inspection. He tried to blame it on the contractor for "bumping something" and making it leak. He said "if these were old leaks, wouldn't there be more water in the crawlspace? Where did that water go?" My husband actually pushed his hand into the mud in the crawlspace. His hand sank down about 6 inches. Obviously, if there is mud 6 inches deep under the house, there must have been a leak for some time. This was the summer so the ground would have even dried out somewhat. The inspector looked at him doing this and said "Well, I can fix the pipe for you then". However, whatever he told his manager must have been a different story because we haven't heard anything about him admitting his mistake since then.
We certainly didn't ask him to fix the leaks, and we never heard from anyone at the company again, nor did we ever get a penny of that money back. Use this inspection company with caution.

This company has proved itself to be extremely prompt and cooperative in scheduling, as well as in arriving for the inspection and producing a written report. ...More I have had two houses inspected by them in the past two months. The inspector (Nick) is very pleasant and, more importantly, very thorough and focused. From my perspective as an experienced homeowner of over 35 years, his knowledge is comprehensive and entirely suited for assessment of a building for construction defects and soundness of its systems. He ensured that I understood all of his findings and was very willing to go into more depth on an area of particular concern.
I have already provided evaluative comments directly to this company regarding presentation of findings in the current format,
which seems to me to be less clear than desired, in view of how quickly the seller's agent reads such inspection reports and then advises his client on the amount to allow for needed repairs. The inspector has no choice regarding the format. His in-person comments are clear about the relative significance of the findings. The point of the inspection, though, is to impress the seller with the need to pay for repairs to bring a structure to the point of being safe and sound. A format emphasizing major defects in a type of executive summary would be preferable.
I should also point out that my realtor phoned the inspector after the inspection and very quickly obtained further comments that were useful. This was very helpful in the overall process of getting the proposed property ready for completion of the sale.

His follow up visits for regular pest control treatments have been equally pleasant, professional, helpful, and educational. Since starting the contract, we have not had any insect or rodent problems or sightings in the house that didn't fly in.
Cost has been $105 per quarterly visit and includes checking/reloading the mouse bait (indoor, garage, and crawl space), reapplying the indoor and outdoor barriers, and a perimeter check of the house.

Mr. arrived exactly on time and took his time going through my house from basement to attic.
I have a very old house (80+ years) and I had a particular problem with a leak coming into the ground floor ceiling than neither a roofer nor a plumber could identify. saw that water was coming in behind ...More the gutter, and also another gutter that could cause more problems later on. He pointed out changes that could or should be made to make the house safer or could possibly lower my utility bills. He was at my home for approx. 4 hours and when he was done he provided me with a notebook that gave a thorough overview of everything - roof, plumbing, dampness, electrical, etc. - plus pictures and a DVD!!!
He also gave me the name of a roofer whom I called and was very impressed with who will be doing the repairs to the roof and chimney.
I had been thinking about getting a whole-house appraisal for a while but thought it might be too costly. WIth the 20% off Angie's List coupon it was money well spent. Although I don't intend to sell my home, I do want to keep it in good condition and this evaluation has established the "big picture"; something I can use to make modifications a little at a time.
