How to Get Rid of Springtails
One of the most effective ways to control springtails is to dry out the infested area. Springtails require a high-moisture environment to breed and thrive, living mostly off of algaes that grow in moist conditions. They will either leave the infested area or die out. If there is an infestation that cannot be controlled by drying out the infested area, use an appropriately labeled insecticide with a residual time These will typically be a liquid concentrate form, a wet-able powder form, or a dust product. DO NOT APPLY UNTIL AREAS ARE DRY. If area will not dry naturally, use Corn Starch to soak-up any lingering moisture and otherwise 'steer' any rain water or irrigation away from area.
Also, if there is a noticed springtail infestation around the perimeter of the structure, use the insecticide to do a barrier treatment and apply corn starch to reduce or eliminate moisture. Caulk and seal all cracks and crevices and inspect potted plants before they are brought into the house.
I would talk to your local lawn and garden supply store (or mill and feed) - NOT a box store or hardware store. There are also selective grass control chemicals. YOu can research this by Googling using search string "Tall Fescue Control" - there are lots of articles by the USDA and individual state cooperative extension services.
There is a treatment called chlorsulfuron TFC (Tall Fescue Control) that will do this - it worked for me in western New York, but took 3 years to finish out all the tall fescue. It may now be limited to use by commercial applicators - pretty potent stuff. Can yellow bluegrass or make it phytosensitive, but our looked OK during treatment because the TFC was applied in the fall for best results, and our lawn was dormant till spring anyway.
Tall fescue can also be controlled by real short mowing, but only in areas where the bluegrass is dominant and really thrives so will eventually crowd out the trimmed fescue, but you may be too far north for that.

From the first phone call to the last handshake of thanks, Agape's Crew were extremely professional, courteous and knowledgeable.
I spoke with who set up the appointment and was able to fit our job into their schedule within a week. A confirmation email was sent along with a phone call the day before to confirm the job and my expectations. The crew of 2 arrived on time, reviewed the project with me, and went to work for the full amount of time. All my trees were planted in some pretty tough clay and rock terrain, so this was not an easy pick ax job. The tree placement looks great and the overall job was well done!

To summarize our current experience: They came out and started the work at the end of August with the plan it would take 2-3 trips/days to get the first half of the work done (the fur trees and seeding were to be left for last). During the first few days, the communication was atrocious. My husband worked from home to be here to answer questions since it was such a large job and two days in a row they cancelled at the last minute (this would have been nice for my husband to know since he went through the trouble to make alternative arrangements with work). Once they did come out, a one large tree was left (and some other work was undone). We heard nothing from about the remaining work. I e-mailed him and he responded saying the tree was too large for them and they would have to sub out the work. We waited and one random day we came home to find the tree cut down but that was it. I sent another e-mail asking when they would be out to finish the work and again no response or call back, but a group of guys showed up and took the tree and the remaining work again went undone. It has been over a week and I have called and called the main office and no one will return my calls. It has literally been a month that this has dragged on since they initially started the work.
Our back yard is now a giant mud pit due to the state they have left it in, the grass we did have has now died. Our walk way is stained with sap from the tree and more. There is still quite a bit of work left to be done and we are about to miss the fall seeding period. I have left voicemails basically begging for someone to call us back and no one has responded. My husband is furious as am I. We hired Agape in confidence that they would not only do the work but leave us at ease due to our past experiences with them. It's unfortunate and heartbreaking that now we are going through all this stress. I think we have decided after a serious discussion last night to give up on Agape and find someone else to finish the work. To add, we are confident it will cost us even more money now to rectify the situation they have left us in.
A comment to Angie's List. I don't know how it is determined to put businesses in the "Penalty box," however if your reading this please put Agape in the penalty box. Our yard is a muddy mess, the work has been dragging on for a month, and we are left to go through the trouble to find someone else. I even googled the company to make sure they weren't in local news for bankruptcy or fraud and to even make sure there wasn't a major accident in the past few weeks involving . There is no excuse for company's to do this to there customers.
