If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.

 

This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.

 

As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.

To overlay,with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.

 

Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.

 

If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.

 

Asphalt overlays over somewhat deteriorated concrete can work well,but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.

 

Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.

 

For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

The portion of the job that was completed was done well. However, the job was never finished. Two of the houses' roads were done, but the catch basin and the portion of the road in front of our house were never completed. Numerous calls to the paving company were not returned. We have waited a number of months to try to work with the contractors due to rainy weather, but now they are not responding to our phone calls at all.

These guys are amazing, the work is top notch and worth every penny. There are many of them so the work is done in less than an hour, in and out! If you think you can do this yourself to save money you can't and it's not worth doing. By the time you go to your local DIY, spend the money and your time on buying the products tools etc... then spend a 1/2 day doing the work with you and a friend... then in the process you do ruin shoes and clothes, then cleaning up... it's just not worth doing this project yourself. After they are done it looks professional and they are reasonable in price.

The area was not cleaned. Sealer was put over mulch, leaves and dirt. Sealer covering dirt immediately pealed. In addition the coat is so thin that crackers reappeared immediately. The workers were very sloppy. Sealer is on the sidewalk and other cement adjacent to the driveway. Even the emergency gas cap was sealed over. Despite countless calls to and conversations with the owner, he has done nothing to rectify the problem. He did keep one of 5 appointments, and he did admit the workers did not properly clean the space. That said, no future appointments were kept; no messages were received to cancel appointments - simply, No Show. My advise is stay away from this company.

of asphalt no more than 1/2 Inch thick on top of the old asphalt guaranteeing that snow plows and trucks would not tear it up. After the winter we had numerous potholes, cracks and areas falling apart. We began calling them in the spring of 2104 for repairs. Calls were not answered nor returned until we finally left a message pretending to be a new customer. Then I received a return call. In early spring they promised to come and fix the problems. After numerous phone calls over the spring and summer and numerous promises to come and fix the problems we finally got them to come out in the late fall and fix the potholes. They did not seal the cracks as promised and some of the patched potholes were very shoddy.

I tried to call them several times, and they were slow to respond back to me. Once I could reach them, I let them know I needed them to provide the sealant which they said was needed after six months. They said they would get back to me and never did.

What a comfortable experience from beginning to end.
I received appraisals from several companies for a fairly large (for me) project - repaving an old, terribly eroded driveway. The prices were in a similar range.

immediately addressed the drainage issues and built from there. By the time he left I knew exactly what I was getting and was comfortable with the whole project.
He also suggested areas where I could save money - noting that certain parts of the driveway didn't need to be completely excavated, and that some of the otherwise wasted material could be repurposed to help even out the yard, getting me a nice yard *and* saving on disposal fees.
When it was time to start work, things went equally smoothly.
The entire project only took a hair over a day, with nearly constant action the whole time (when weather allowed). During that time, the workers only "bugged" me for things that made sense - access to a hose, opening the locked garage door to prevent damage, etc. Everyone was very nice the whole time too.
As a new homeowner, big projects are kind of scary, but the guys at Prestige made it so comfortable that I actually kind of enjoyed it. My driveway looks really, really good now. I'm super happy with it.

While we could not use the infrared process, they removed the large section that had sunk and the area that had cold patch, added more base and then filled a large section with hot asphalt and rolled it in. Then filled the large cracks with hot rubberized tar including the area between the old and new asphalt. Returned after curing to seal coat the entire driveway.
