"No service was ever performed, he never actually called me back after I attemted to contact him two times. The thing that really concerns me is that he is a fellow member of my real estate investors group (DIG).

"We felt he did an excellent job and his estimate was fair and accurate. A matter of fact, when
Philadelphia Home Builders Provider Name Locked
arrived to work on the back bedrom, he realized the job did not require as much as he estimated and he adjusted the cost down to a fair price. For us this was good and meant he was an honest man.

He arrived on time, his entire team were professional and cleaned up at the end of each day. His team took three days to complete the work. Like with any contractor you are watching and protecting your investments. What I did notice was that they got along well, knew what their jobs were and did it well. It was a pleasure having them in our home. "

"Each job was done professionally and reasonably priced. Clean-up was complete each time. Needless to say I will continue to use him for any other job I need done as well as confidently recommend him to everyone I know."

"I hired
Philadelphia Home Builders Provider Name Locked
(AKA Perfect Places Construction) to renovate my home. They were wonderful at first - quick to get me pricing, showed up on time the first day and it was down hill from there! He provided me with an estimate of 15,500.00 to do said work and now has billed me an additional 9,900.00!! No change orders were signed nor additional works approved by myself or my husband. He has now threatened to provide a mechanics lean on our property unless he is paid - it is like he is bullying us into payment. I get DAILY threats via text say to pay up or else". Very scary - needless to say we will see him in small claims court before we give in to his demands! STAY AWAY!!! Do not use for painting or any additional construction works. I even caught one of his guys smoking in my house!!!"

"
Philadelphia Home Builders Provider Name Locked
came out with the crew on a snowy Saturday. Before they started work, they shoveled snow from our driveway. They have cover all of the basement with protective plastic to contain dirt and dust. They carefully removed all the items from the garage in order to create proper work place. When they were done, the garage and basement were thoroughly cleaned and all items put back. Our garage walls look very well and they remain dry."

"Working with this company involved a number of pros and several cons.

Pros:
-------
Philadelphia Home Builders Provider Name Locked
Rogove, the owner, was very pleasant and professional throughout the project. He was always easy to reach, even in the evenings and on weekends.

The bid was very competitive, and they completed the project essentially on budget, even though it was more complicated than anticipated.

Philadelphia Home Builders Provider Name Locked
was responsive, and started work right away.

The foreman on the project was fantastic. He was very competent at going over plans, remembering details of our conversations, and relaying them to the subcontractors.

All the subcontractors were friendly and considerate. They were working in a house with a 10-month-old baby, and were great around her.

Philadelphia Home Builders Provider Name Locked
and his foreman were clearly dedicated to the goal of satisfying the customer. They were happy to discuss details on an almost daily basis. When something needed to be fixed or redone (which happened on many occasions), they always did so (not always punctually).

The final product seems to be of high quality. The new bathrooms are a dramatic improvement from what preceded them, and everything seems to function well.

Cons:
-------
Philadelphia Home Builders Provider Name Locked
repeatedly and dramatically underestimated how long it would take to complete a task. His initial estimate of 2-3 weeks was wildly unrealistic, and in the end the project took 2 months. The same pattern occurred with many smaller sub-tasks.

Related to the last point, they seemed genuinely flustered by the challenge of reconfiguring a bathroom and a laundry in a tight space. Many of these logistical challenges seemed (to me) evident up front, but they took a while to process them. This also slowed down the project.

The quality of work done by the subcontractors varied a great deal. The electrician on the project,
Philadelphia Home Builders Provider Name Locked
, was excellent. The painter,
Philadelphia Home Builders Provider Name Locked
, also did a solid job. The tile guy,
Philadelphia Home Builders Provider Name Locked
, was very meticulous about placing tile but also installed the
Philadelphia Home Builders Provider Name Locked
below the shower doors far off-level (necessitating a long redo). The plumber,
Philadelphia Home Builders Provider Name Locked
, made a number of mistakes: many of his connections sprang leaks and needed to be fixed. One of his mistakes involved leaving hot water to mix with cold, which left us without hot water on a frigid weekend.

Philadelphia Home Builders Provider Name Locked
tended to cut corners with material and labor costs. In part, this is understandable when you're trying to stay on budget. But this also meant that we had to be very vigilant about details. One example where we should have been more vigilant was the plumbing for dual showerheads in the shower.
Philadelphia Home Builders Provider Name Locked
recommended that we put both showerheads on the same diverter, i.e. the same hot/cold water control. He said this was easier, and it probably was. What we did not think about at the time was that this setup would direct the water to both showerheads through a single pipe, restricting the water pressure. By the time we realized this was an issue, it was too late to change it.

Conclusion
---------------
Philadelphia Home Builders Provider Name Locked
is gradually transitioning from mostly working with investors to working in owner-occupied homes. They are responsive and responsible, and work hard to please the customer. But they could and should do a better job of managing expectations about timing. It would also serve them well to increase their focus on the functional details.

Overall, the company did a very solid job, and did it on budget. In situations where there is a choice between saving time or saving money, they opt for slower but less expensive. If this is your preference, they are a perfect fit.

"We made a mistake from the beginning by renting a house from our builder, which gave him little incentive to finish the house on time. As a result, we settled 2 months after the initial promise date. Our builder was smooth, assuring us of his reputation and attention to detail. In retrospect, he said many things to us that simply turned out to be untrue. We conceded many things in our negotiation process, the most costly of which was not putting money into escrow for unfinished work. This was a big mistake. Even though the house was delivered late, there was a mad rush to finish which I believe
Philadelphia Home Builders Provider Name Locked
to a lack of attention to detail seen throughout the house. Overall, I think the house is well built. However, there are houses in our neighborhood that cost $200K less that have better finish work. (ie ceiling finish, trim, tilework, bathroom detail, floors, stairs). After talking to local real estate agents, builders, and contractors, I've learned that
Philadelphia Home Builders Provider Name Locked
has a reputation for negotiating rock bottom prices on labor and materials. This shows in the finish of the house. So now we are trying to get him to finish our "punchlist" items, or the things left undone. This has proven to be a full time job. I've come to the conclusion that completing this punchlist is a sort of game for
Philadelphia Home Builders Provider Name Locked
to see how little money he can spend. He refuses to clean up sloppy tile work in the bathroom. He installed a pedestal sink with plumbing from the floor that is bent like crazy. There are gaps between the kitchen countertop and wall that are over 1/2". The stairs creak. A large window well that is at least 6" deep was left uncovered. Our biggest problem has been the hardwood floors (a $6k upcharge). There are gaps and loose boards throughout. We had an independent contractor evaluate the floors and the estimate for repair was over $10K.
Philadelphia Home Builders Provider Name Locked
has given us no reason to believe that he is going to try to remedy the situation, so we were forced to file a lawsuit against him. We are very disappointed in this outcome. I will modify this report with any changes.

"Our overall experience with
Philadelphia Home Builders Provider Name Locked
has been a nightmare. It would be too difficult to detail everything that has happened in the space available here, but what is most distressing is the lack of integrity and professionalism that we have experienced from them. From the initial inspection through the 16 months that we have lived here, we have discovered numerous problems with our home. All have been related to poor quality workmanship, construction mistakes, attempts to cut corners and do things on the cheap, etc. The lack of responsiveness and professionalism from
Philadelphia Home Builders Provider Name Locked
in addressing these problems has been truly remarkable. We could offer dozens of examples, but the two most notable are that we have had flooding problems in our finished basement, and cracking tile, water penetration, and leaks in our shower. Both problems are the result of faulty construction.
Philadelphia Home Builders Provider Name Locked
failed to deal with either issue appropriately throughout our warranty period. They have now stopped responding to any communication from us at all (including refusal to accept certified mail). We have been forced to hire contractors at thousands of dollars of our own expense to have the problems addressed. In general, we like our house. However, based on the many problems we've had resulting from poor quality workmanship, as well as our very unfortunate experience in dealing with the owners, we would strongly caution anyone who is considering purchasing a new home from
Philadelphia Home Builders Provider Name Locked
.

"Are there adjectives that can exceed fabulous---excellent. These are the best descriptions I am able to use to convey my experience with
Philadelphia Home Builders Provider Name Locked
. When I met him initially, I knew he had it together and knew his stuff. He is a graduate engineer of one of America's finest engineering schools, he is able to interpolate ideas, design and execute construction and do it within budget. He designed and satisfied my expectations for my
Philadelphia Home Builders Provider Name Locked
's family room. If I did it myself, I could not have done finer and I'm successful because I deliver the best.
Philadelphia Home Builders Provider Name Locked
's people broke ground, set and poured a foundation, did all the rough in framing carpentry, sheet rocked, installed windows and doors, installed a full powder room, did plumbing, set toilet and sink, did the interior design with paint colors, tile selection. laid ceramic tile, did all electric and plumbing work, designed lighting with theatrical dimming. The only thing he left out were movie stars at my
Philadelphia Home Builders Provider Name Locked
's opening celebration.
