"Work was satisfactorily completed in early fall 2012, with a 1 year warranty. Over the winter several of the sidewalks slabs sank below allowable tolerance. In Summer 2013 we tried" to reach
for 2 months until they finally responded. They gave us a quote to fix two of the areas no charge and gave us a price to replace a sidewalk slab. We asked them to proceed with the work. We kept checking to see when they would do the work. Finally in mid November they said the weather had turned and the work would have to wait until Spring 2014. In Spring 2014, our new property manager tried reaching
and was told our contact person no longer worked there but to email a copy of the last quote and someone would get back to her. She has called them numerous times, and has received NO RESPONSE TO DATE. The warranty work which they agreed to take care of has NEVER BEEN DONE. I would not recommend working with this company.

"Salesman came out and viewed the project and promptly provided a quote. The quote seemed reasonable so I signed and sent it back. I have repeatedly called to try to get somethig scheduled" and no one will call me back. When I talked to someone last they told me a supervisor would call back that same day. After almost two weeks, no call back.

had to reschedule at the last minute due to rain. Then because of his other scheduled clients, we re-booked a few days later. In the end, it all worked out great. You can't do driveway sealing with wet conditions and no one can predict the weather! The finished result was very even and looks great! The final total was exactly as estimated. There seemed to be a lot of people on Angie's list that do this type of work and I even looked into a guy on Craigslist. I am very glad I used
and I highly recommend him!

If the state requires a contractor's license, then he needs to have a license in each state he intends to work in - plus state/local business licenses as applicable.

 

This does not mean there are not a lot of contractors who cross state lines without proper licensing - the penalties in may cases are not real severe and are just a fine, not criminal, so many take the chance.

 

As you say - argh  - many contractors are not really businessmen and have zero legal education, so many people get burned.

To overlay,with proper adhesion so it does not peel off, you first need to prepare the surface - typically heavy watercutting or sandblasting for concrete over concrete, or high-pressure presure washing and an asphalt (NOT water based cutback) adhesion coat before asphalt overlay.

 

Because of the prep cost, a concrete overlay commonly costs more than just tearingit out and replacing it, and if you are replacing it due to cracking and breaking up those cracks will almost always propogate or "reflect" through the new layer too with concrete. Ditto with asphalt overlay, though using a crack-stopper fabric can reduce (but usually not eliminate) that.

 

If just repairing ice melt/freeze thaw deterioration, a cementatious epoxy overlay can be used, though its life is less (normally) than new concrete. Usually used for limited areas like garage area pad, not entire driveways.

 

Asphalt overlays over somewhat deteriorated concrete can work well,but if not prepared and high-pressure (about 5000 psi or higher) cleaned to remove ALL deteriorated material, they can peel off because they stuck to deteriorated loose material rather than sound concrete. Again, can cost as much for a 1-1/2 to 2 inch overlay as for a 3-4 inch full replacement by the time you are done, because the prep work is labor intensive.

 

Even if this is just a surficial deterioration issue, I would talk to several contractors (site visit) about alternatives and let them bid both an overlay and a replacement (or whichever options they are inclined to bid on), then after getting opinions from all three and bids for all options, make your decision. I am pretty confident that total replacement will be both the most recommended and the cheapest, at probably about $2-4/SF for asphalt or 4-6/SF for concrete - commonly nearer the lower than higher range for most jobs and locales. If the overlay and replacement cost is pretty close,I would go with the replacement because overlays over concrete are always somewhat iffy as to how long they will last, especially concrete overlays.

 

For cost comparison, except in extreme freeze-thaw country, you can figure a concrete drive will last about twice as long as an asphalt one.

We had paid the company a $1000 deposit, and later a check for $10,000, halfway through the project. Unfortunately, the $10,000 check was returned to contractor for insuffient funds. We discovered our own accounting error when they angrily called us and demanded payment, which we did, several months later. (Unfortunately, one of the homes we owned suffered a major fire in September, and receipts for our company were slow to come in; no rents, expenses, etc. This delayed the replacement of this check until December. We had no way to determine what these "industry standards" were, until we contacted an independent paving consultant who was a construction analyst and mediator & arbitrator for the Metropolitan Builder's Association. He informed us that the job completed was NOT UP TO INDUSTRY STANDARDS, contrary to what the company had claimed. He stated that the driveway was pitched wrong. He stated, "Unfortunately, there is no good repair for this problem without removing this section of the drive and repitching it toward the lower area away from the house.... The original contractor is obviously responsible for the repair...."

offered to install a drain, which we felt was UNACCEPTABLE, as we wanted the uneven and low areas regraded and reconstructed properly commensurate with the property value, and in accord with industry standards and the consultant's recommendations. The company refused, and we requested arbitration through Angie's List.

Over a year after this situation was apparently closed, in November, 2008 the company contacted us to inquire if they could meet with us. We chose not to, since we were impressed with their lack of professionalism and disregard, in spite of our good faith efforts to negotiate with them through Angie's List.

In april the following year (just 6 months later), flowers, shrubs and other elements literally popped up through the asphalt, breaking the asphalt in places around the house. It looks horrible.
